Overview
Under the supervision of the Tuberculosis (TB) Section Director, is responsible for planning, organizing, implementing, and evaluating tuberculosis services within a large multi-county public health region. Provides leadership, oversight and direction through collaboration/coordination and/or consultation within the regional TB team, health region, Central Office, and the community/external providers. This position requires role-based access to South Carolina Infectious Disease and Outbreak Reporting Network (SCION), Client Automated Record and Encounter System (CARES), and the Electronic Health Record (EHR) to fulfill the responsibility of performing data analysis, documenting/verifying diagnosis and treatment, and chart auditing.
Responsibilities- MANAGEMENT/SUPERVISION:
Plans, organizes, directs, and evaluates regional TB services to ensure the provision of high quality, adequate, and appropriate care and service delivery. Implements policies and standing orders, communicates the need for development/revision of policies/standing orders, ensures implementation and achievement of grant-required activities. Establishes and maintains effective and timely channels of communication internally and externally. Complies with applicable laws and regulations and ensures staff compliance.
Schedules regular regional TB staff meetings for problem solving/planning and attends TB Unit Manager meetings as scheduled. Participates in recruitment, selection, and retention to maintain appropriate TB staff across the region. Manages and approves staff work time and leave requests. Provides initial, midpoint, and final evaluations on direct report staff while serving as a credentialed reviewer for non-direct reports. Monitors and maintains regional contracts for services. - CONTINUOUS QUALITY IMPROVEMENT:
Assesses and evaluates TB services across the region utilizing standard data resources. Produces necessary reports to reflect findings. Communicates findings and collaborates with regional and central office leadership to develop corrective action plans when indicated. In conjunction with the Quality Improvement Director and TB Program Evaluator, monitors and evaluates Performance Improvement activities for TB services. Demonstrates knowledge of auditing processes and conducts periodic chart reviews/audits to evaluate documentation of care provided and adherence to agency and program policies, procedures, and standing orders. - STAFF DEVELOPMENT:
Identifies continuing education needs for TB staff and coordinates appropriate training based on required discipline competencies and program-identified competencies. Utilizes agency and program orientation plans for staff. Arranges one-on-one clinical and field orientation for new TB nurses and other disciplines with experienced front-line TB nurse/staff in the county/region or collaborates with another region as needed to assure adequate orientation experiences.
Coordinates EHR training and updates to new and current staff as needed. Serves as the regional program point of contact for the EHR. - PUBLIC HEALTH PREPAREDNESS:
Assists with agency shelter operations. Maintains supportive nursing practice competencies including intramuscular, subcutaneous, and intradermal injection administration, oral medication administration, and client emergency response including First Aid, CPR and AED. Must be willing and available to assist during times of public health emergency response. Serves on the regional shelter team and coordinates activities as assigned. Works with regional leadership during emergency events to coordinate programmatic staffing.
Ensures TB cases on isolation have taken appropriate shelter, if indicated. Ensures staff have communicated with the TB caseload regarding medications and response activities. - PERFORMS OTHER DUTIES AS ASSIGNED RELATED TO THE POSITION.
State
Minimum Requirements:
Graduation from an accredited school of nursing and related nursing experience.
Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.
Agency Additional RequirementsMust hold an active South Carolina nursing license in good standing, or a valid multistate license in good standing from a Nurse Licensure Compact (NLC) participating state.

Licensure and ExperienceCurrent license as a registered nurse by the SC Board of Nursing. A bachelor of science degree in nursing with at least five (5) years of experience as a registered nurse, three (3) of which must have been in a nursing specialty, in public health, or in a supervisory/management role.
