Job Responsibilities
Responsible for planning and implementing the daily work schedule for crew. Determines equipment, materials and labor that are needed in order to complete daily work. Communicates and coordinates with law enforcement when traffic control operations are needed to ensure a safe work zone. Supervises and ensures a safe work zone for maintenance crew, as in flagging operations, wearing safety equipment, vehicle safety or when working with hazardous material and waste.
Plans, coordinates and supervises skilled and semi-skilled maintenance workers performing high/low shoulder repairs, cleaning and grading of ditches and cleaning of sideline pipe. Responsible for completing daily, weekly and monthly reports and submitting reports by due date. Inputs work accomplishments and employee work hours in Highway Maintenance Management System (HMMS). Maintains daily records of work performed and materials used. Submits vehicle inspection reports on a daily basis.
Outside normal working hours (to include nights and weekends), supervises and coordinates a crew during emergencies due to inclement weather events (snow and ice, hurricane), vehicular accidents, spills and other emergency situations. When crew is in an "on-call" status, is available 24 hours a day. Consistently meets the goals and objectives of the County Business Plan and other goals that may be established by District.
Functioning as a working supervisor, will operate heavy equipment (backhoe, excavator, front end loader, etc) in absence of regular operators. Trains and instructs personnel in the operation and maintenance of heavy equipment and proper construction practices. Recommends personnel actions including promotions, transfers and disciplinary measures. Coaches, counsels and trains employees. Establishes and monitors work processes. Implements management policies and initiatives.
Promotes teamwork within the organization. Rates employees yearly according to Employee Performance Management System (EPMS). Investigates, reviews, evaluates and resolves complaints from citizens as well as requests from supervisor regarding maintenance activities. When needed, will contact citizens by phone. May assist in assessing work requests. Coordinates manpower, materials and equipment with other foremen in order to support proposed schedule and to make sure tasks are completed in a timely manner.
