Water Resources Specialists work independently and interdependently to implement multiple programs for the City of Superior’s Wisconsin Pollutant Discharge Elimination System (WPDES) Wastewater and WPDES Stormwater (MS4 - Municipal Separate Storm Sewer System) permits. The Water Resources Specialist position includes multiple roles within a diverse team of professionals, each having a unique area of expertise, who collaboratively share job responsibilities. Water Resources Specialists demonstrate a high level of comprehension and applying regulations to a diverse range of scenarios and are an advocate and supporter of resilient, low impact practices.
They are proponents of an environmentally friendly, green culture in the workplace.
Stormwater related programs encompass a variety of tasks, including but not limited to public education and outreach, public involvement and participation, pollutant minimization, illicit discharge detection and elimination, construction site pollutant control, and post-construction storm water management programs. Wastewater related programs encompass a variety of tasks including but not limited to wastewater pretreatment, various pollutant minimization projects, and pollution prevention.
Employment Standards:
General Responsibilities- Conduct activities to meet, support and exceed the water quality standards set forth by City regulation and the Environmental Services Division.
- Remain informed about the latest sustainable practices related to stormwater and wastewater management for the purpose of integrating innovative ideas and/or regulations into programing.
- Engage in the development, review, and ongoing enhancement of program documentations.
Participates in ordinance updates with the Water Resource Program Coordinator and the Stormwater and Administrative Services Manager.
Gather data and aid with the WPDES MS4 permit annual reporting process.
Manage records systems, digitally and/or physically.
Understand and implement local, state, and federal regulation related to both WPDES permits issued to ESD.
Ensures activities performed are in alignment with the overarching goals in the City of Superior Comprehensive Plan.
Collaborate with fellow ESD personnel and fellow municipal employees as needed.
Provide insight on designated program areas to the Stormwater and Administrative Services Manager as part of the annual budget preparation process.
Coordinate with superiors on the issuance and renewal of various permits.
Organize and execute Education and Outreach to encourage the public and businesses to change their behaviors and procedures to reduce storm water pollution and the Public Involvement and Participation program to encourage participation from individuals to prevent storm water pollution.
Coordinate and oversee the Illicit Discharge Detection and Elimination program to find, prevent, and eliminate unauthorized discharges into water bodies and storm sewer systems.
Manage Construction Site Pollutant Control and Post-Construction Stormwater Management Programs, enforcing City Codes on site erosion control and long-term stormwater management to ensure that areas of new and redevelopment will include structural measures to control pollutants, control peak flow, maintain infiltration, and establish vegetated protective areas next to waterways and wetlands.
