SUMMARY: This position oversees district wide planning related to student enrollment, demographics, attendance boundaries, school capacity, and long‑range facilities and growth planning, providing data‑driven analysis to support informed decision‑making by district leadership and the Governing Board. Responsibilities include evaluating enrollment projections and boundary needs, monitoring developer donation agreements, and supporting planning‑related agreements such as telecommunications and cell tower coordination on district property.
The Director also evaluates and implements software systems for logistical planning, including bus routing and web‑based planning tools, in collaboration with District departments.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Research and manage demographic data to identify trends and changes in student enrollment, housing developments, school capacity and community growth patterns.
- Prepare forecasts and student enrollment projections for district‑wide planning.
- Provide district mapping and updated boundary scenarios, and make recommendations for boundary changes as needed.
- Obtain land development information within District boundaries and assist with land acquisitions, school siting decisions and School Facilities Board approval process.
- Serve as the District liaison with municipalities/property owners regarding growth and development, and attend zoning hearings representing the District.
- Assist the Assistant Superintendent for Business Services in negotiating Developer Donations Agreements, and track the donations and issue invoices as required.
- Assist with the evaluation, coordination, and administration of cell tower and telecommunications site agreements on District property.
- Assist with the identification and maintenance of safe walking routes and crosswalks.
- Evaluate and make recommendations for software systems for logistical planning, demographic tracking and bus routing.
- Establish and maintain good rapport with students, employees, community members, developers, municipalities and vendors.
- Maintain a high level of ethical behavior and confidentiality.
- Remain current in existing and emerging technology and software.
- Other job‑related duties as assigned.
REQUIRED QUALIFICATIONS:
To be eligible for this position, an applicant must meet the following required qualifications. In addition, verification of these required qualifications is necessary.
- Bachelor's degree.
- 3-5 years of experience in planning, enrollment analysis, facilities planning, or a related field.
- Obtain and maintain a valid Arizona Identity Verified Prints (IVP) Fingerprint Clearance Card (AZ IVP FPCC).
- Basic planning background and experience with the municipal planning process.
PREFERRED QUALIFICATIONS:
It is preferred that applicant possesses the following preferred qualifications; however, the following qualifications are not required to be eligible for this position.
- Experience in K-12 public education.
- Experience with GIS, demographic tracking systems, forecasting tools and/or transportation routing systems.
- Knowledge of land‑use planning, development review, or public sector agreements.
- Experience in acquiring new and advanced skills necessary for implementing advances in information/computer technology.
