About the Opportunity

The Education Program Contract Specialist implements and oversees various programs' assigned federal and provincial contracts and budget obligations within the ministry. The position supports with the execution of MNBC's strategic and annual operating plans, ensuring program financial integrity and accountability. Monitors expenditures within existing budgets and guidelines, reports out and develops budgets.

Duties and Responsibilities

  • Works with the finance department to support the overseeing of contract finances.
  • Assists and advises the development of MNBC’s Ministry of Education program budgets, operating, capital and special purpose funds, and perform functions related to funding, accounting, reporting, program costing and forecasting.
  • Ensures that all records are accurate and up to date through monthly reports.
  • Supports the development of quarterly, midterm and annual reporting.
  • Records expenditures on provincial templates and reports, ensuring that it aligns within the provincial and federal guidelines.
  • Create funding agreements and modification agreements with external stakeholders for various projects.
  • Advises Ministry of Education management staff on strategic financial decisions in alignment with MNBC’s objectives.
  • Monitors the implementation of financial plans, performing risk assessments, and recommending adjustments as needed.
  • Keeping informed of regulatory requirements and best practices in financial management.
  • Facilitates budget tracking and monitoring for all programs through forecasted cashflows.
  • Ensures that projects remain within the established budget and all records are accurate and up to date.
  • Fosters a practice of cooperative effort and collaborative problem-solving around issues related to improving the administrative and financial operations of the Ministry of Education.
  • Supports Managers & Project Leads with new and existing projects and contracts to ensure budgets are balanced and accurate.
  • Ensures all financial reporting is submitted in a timely manner, providing support in the areas of budgeting, accounting, and purchasing.
  • Reviews and reconciles expense transactions to ensure they are reflected on financial statements correctly.
  • Reviews and advises on operating budgets before submitting to external funders.
  • Tracks all expenditures to ensure we have coded all expenses to the correct project.
  • Develops appropriate documentation (i.e., statements of work and risk management) working collaboratively with finance and program managers to track progress toward achievement of deliverables.
  • Reviews program and contract estimates, including proposed materials, production costs, etc. and determines whether they seem reasonable and accurate.
  • Participates in committees and project teams as required.
  • Undertakes related duties as assigned, consistent with the job grade of the position.
  • Other duties may be assigned as needed to ensure the efficient operation of MNBC.
  • Regular/occasional attendance at meetings/ events that may require work and travel outside of normal business hours.

Qualifications

  • Diploma in finance, accounting, business, project management, or a related field, from a recognized, post-secondary institution.
  • Minimum four (4) years of progressive related work experience in public service and/or contracts administration.
  • Eligible for formal professional or technical registration in the appropriate area of expertise.
  • A combination of relevant experience, education, and training will be considered.
  • Demonstrated ability to effectively communicate both verbally and in writing.
  • Ability to lead, problem solve, be innovative, think outside the box and utilize team-building skills.
  • Proven ability to utilize strong interpersonal skills to deal with others effectively.
  • Proven ability to prioritize tasks, meet deadlines and work with minimal supervision.
  • Proven ability to utilize, adapt and embrace new technologies, including Office 365 and other database/software required by the role.
  • Knowledge and/or awareness of the historical and contemporary contributions made by Métis people in B.C.
  • Possession of, or the ability to obtain, a Class 5 driver’s licence may be required.
  • The position may require the completion of a Criminal Record Check and Vulnerable Sector Check.
