Employment Specialist – Future Leaders
The Employment Specialist provides social and economic integration support to newcomers to Canada and naturalized citizens seeking employment. Services include information, orientation, service linking, job placement, and coaching. Specialists possess expertise in at least three of the following areas: assessment; information and resource management; facilitated individual and group learning; job development; knowledge of labour‑market trends, career transition, and self‑employment.
Key Responsibilities- Recruit clients by liaising with community services, agencies, and training institutions to increase referrals.
- Interview clients, prepare case histories, and assess eligibility for services. Coordinate with community and employment service providers and refer clients to appropriate services.
- Conduct assessments to determine clients’ skills, interests, employment history, career goals, and settlement needs, including pre‑employment and needs assessments to identify barriers.
- Provide individual employment counselling sessions, gather information, identify challenges, and initiate problem‑solving. Assess clients’ readiness for employment and identify barriers.
- Prepare clients for and support them during the job search, selection, and hiring process, including career development, job‑search strategies, job readiness, and interview skills; connect clients to settlement and career‑development community services.
- Create marketing materials such as brochures, posters, and public service announcements.
- Prepare and manage case files for clients not eligible for other community or employment services.
- Conduct program promotion to community services, media sources, and internal marketing.
- Provide referrals to short‑term crisis and mental‑health counselling.
- Plan, develop, and facilitate employment workshop sessions.
- Develop and maintain a network of contacts with external service providers to support and follow up on client referrals; maintain a comprehensive inventory of community resources for immigrant and/or refugee clients.
- Meet targets and deliverables outlined in the contract.
- Maintain client files and records according to society or program accreditation standards.
- Prepare reports and compile program statistics.
- Prepare work‑placement contracts and process financial requisitions for wage subsidies and other financial allowances provided to clients and employers.
- Track and forecast financial obligations within the program.
- Attend program planning, review meetings, team and all‑staff meetings, and special meetings as required.
- Liaise with external stakeholders and attend external meetings, workshops or conferences related to employment and immigrant issues for networking, marketing, advocacy, and professional development.
- Assist with monitoring, development, and implementation of quality assurance.
- Participate in annual performance appraisals with the manager.
- Adhere to policies and procedures of the society.
- Perform other duties as required by the manager.
- Diploma in Human Resources or related human services.
- One year of experience directly related to career development, human resources or recruitment, or an equivalent combination of education, training and experience.
- Demonstrated knowledge of the needs and issues of job seekers in Canada.
- Demonstrated knowledge of relevant community resources, programs and services.
- Knowledge of adult learning models, career‑decision‑making processes, and assessment of pre‑employment barriers including English as a Second Language.
- Knowledge and understanding of legislation and policies relevant to employment in Canada (Employment Standards Act, Work Safe BC, etc.).
- Knowledge of the post‑secondary education system in Canada and existing employment services.
- Demonstrated ability to build relationships across all levels, present information to multi‑cultural groups and employers, and provide one‑on‑one career coaching to individuals.
