Reporting to the Chief of Campus Operations, the Director of Public Safety - Georgia Campus is responsible for planning, organizing and directing the public safety, security and emergency preparedness functions for both the PCOM Georgia and PCOM South Georgia Campuses. Works in tandem with the Chief Environmental and Occupational Safety Officer to ensure a consistent public safety and emergency preparedness program for the College as a whole.
The Director will coordinate with the Office of Access Control all aspects of ensuring the ability to maximize access by any and all parties to the campus at large and, especially, to sensitive areas of campus.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Plans and establishes a protective and preventative higher education public safety program.
- Directs investigations of alleged losses, thefts and wrongful acts.
- Provides input into master planning and the design and renewal of facilities to address safety and security priorities.
- Manages the services of contract security by providing direction of the 24/7/365 contracted security staff and ensuring the staff is proficient and properly trained for PCOM's campus environment.
- Manages the daily operational functions for the PCOM Georgia Campus in Suwanee, Georgia by leading, directing, and controlling daily security-related events and activities.
- Responsible for the operation and maintenance of all public safety devices and equipment on campus.
- Develops and manages an annual operating budget for the Department.
- Reviews and audits campus-wide access control security systems, features and related reporting while communicating and coordinating with the Office of Access Control to address campus-based matters under that Office's purview.
- Collaborates with the Office of Facilities and the Office of Environmental Health and Occupational Safety on matters of safety and security related to the operation of the Campus.
- Collaborates with the student affairs department in support of the needs of the student body in general and with individual situations.
- Provides operational oversight for the safety within the campus parking lots in concert with the Office of Facilities.
- Take an active role with events planning and major events, such as commencement, orientation, prospective student tours, VIP visitors, and other visits as warranted.
- Serve as the College's liaison to the criminal justice system, especially the Gwinnett County Police, Gwinnett County Fire and Rescue, Federal Bureau of Investigation (FBI), Georgia Bureau of Investigation (GBI), Federal Emergency Management Agency (FEMA), Georgia Bureau of Investigation (GEMA) and other relevant local emergency services.
- Works collaboratively with administrators, faculty, students and external partners to provide a safe, inclusive campus environment compliant with the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act ("Clery Act"), Title IX of the Education Amendments of 1972 ("Title IX"), and other relevant federal and state laws.
- Participates as the Campus' representative for any entity created within the College to address Emergency Management preparedness and responsiveness to include collaboration with the Office of Marketing and Communication on best practices to communicate relevant information to the Campus community.
- Maintains campus oversight of the PCOM Emergency Notification System (PENS) and uses professional discretion to inform the campus community of emergent and emergency circumstances following prescribed criterion.
- Tracks crime statistics to ensure compliance with College, state, and federal reporting responsibilities.
- With oversight from the office of environmental health and safety, leads the emergency management program for the PCOM Georgia Campus including coordinating emergency, disaster, and crisis response drills.
- Ensures that policies and procedures are fully compliant with Higher Education Opportunity Act, Clery Act mandates, and other laws and regulations while monitoring the governmental and regulatory landscape for any relevant changes.
- Conducts and coordinates training programs for faculty, staff and students on topics relevant to public safety and emergency management, including active shooter response training.
Education
- Bachelor's or Associate's Degree from an accredited college required
. A major in Public Safety Administration, Public Administration, Criminology, Criminal Justice, Emergency Management, or related field is preferred.
- Ten (10) or more years of law enforcement or higher education public safety experience; three (3) years in a supervisory role.
- Knowledge of all facets of security and public safety, including security related technology.
