Marine Atlantic is currently looking for an Operations Program Control Advisor to work with our Operations Department located in North Sydney, NS. This is a term position ending on 31 March 2029.

The Operations Department is the largest department within Marine Atlantic and includes Fleet Operations, Terminal Operations and Asset Management, focusing on safe and reliable service for all customers. The Operations Program function ensures successful delivery of initiatives using formal project management methodologies.
Reporting to the Operations Program Manager, the Operations Program Control Advisor is responsible for drafting, implementing and maintaining project controls policies and procedures, ensuring up‑to‑date information for projects and efficient management.
This position monitors financials for projects executed by internal or external resources and assists in developing business cases to support strategic initiatives, long‑term capital plans and department strategies.
Key Areas of Responsibility- Prepare reports on program budgets and spending profiles.
- Monitor project contingency, review project progress, and verify requirements.
- Analyze monthly financial statements against approved budgets and baselines.
- Generate reports on budget schedules, cash flow, percentage complete, and actual spend.
- Oversee Operations Program expenditures, including purchase order/requisition process and reconcile invoices for timely payment.
- Monitor consultants and project contractor spend, generate monthly accruals for Finance.
- Maintain capital documentation for all operations program capital projects per corporate policy.
- Participate in the development of short‑term and long‑term capital plans for the department.
- Collaborate with Labor Relations and Communications on business case, communications, and project impact analysis.
- Review the annual capital plan monthly, report budget change requests to Finance at the monthly Capital Committee meeting.
- Prepare monthly and year‑end accruals for the operations program.
- Maintain the department’s overhead account and quarterly allocation.
- Maintain the operations department’s risk register.
- Promote a physically and psychologically safe, accessible, inclusive, and equitable work environment.
- Perform related duties as required.
Education and Experience
- Bachelor’s degree in Business Administration or Business Communications with Intermediate Level Accounting Theory.
- At least 5 years of accounting analysis experience in a project environment.
- Alternatively, a combination of equivalent education, job‑related training, and work experience in a related position.
- Project Management Professional (PMP) certification, or commitment to obtain within two years.
- Experience administering roll‑form contract administration software.
- Superior organizational and time‑management skills.
- Strong attention to detail.
- Excellent written and verbal communication skills.
- Team player and independent worker.
- Proficiency with Project Management software and Microsoft Office (Excel, Word, PowerPoint, Outlook).
- Master’s in Business Administration.
- Chartered Professional Accountant (CPA) or pursuing CPA designation.
- Experience with Canadian Construction Document Committee (CCDC) construction contracts.
