Pay Range

Base pay: $66,951 – $101,121 per year. Geographic adjustments (Mid‑Hudson $2,000, Downstate $4,000) may also apply.

Job Description

Under the direction and supervision of a licensed Professional Engineer, incumbents will perform a variety of engineering duties related to projects involving new or rehabilitated roads, bridges, railroads, airport structures, construction materials, waterways, and roads. Selected responsibilities include:

  • Choosing the most efficient and effective plan of work from a wide variety of alternatives.
  • Reviewing consultant and contractor plans and estimates.
  • Recommending road pavement, drainage construction, traffic management and safety systems, traffic signal and traffic network communication design.
  • Conducting construction inspection, operations, and traffic data collection, processing, analysis, and engineering.
  • Performing materials and metallurgical engineering, engineering for environmental permitting, stormwater management, site remediation, and analysis of material impacts on climate change (e.g., carbon footprint).
  • Supporting capital program delivery or other critical department initiatives as assigned.
  • Attending and successfully completing required training.
  • Meeting travel requirements by maintaining a valid NY State driver’s license or reliable transportation.
  • Serving in a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
Minimum Qualifications

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS) and requires:

  • Either a bachelor’s degree or higher in engineering or engineering technology (specific degrees listed below)
    ** or
    * * proof of passing the NCEES Fundamentals of Engineering Examination (FE) with one year of full‑time engineering experience.
  • Completion of a 24‑month traineeship that leads to Assistant Engineer, Grade 20. Early advancement to Assistant Engineer is possible upon meeting FE requirements, obtaining twelve months of the traineeship, and satisfying the appointing authority.
  • Proof of FE examination and successful completion of traineeship requirements for advancement to Assistant Engineer.
Assistant Engineer Qualifications
  • Proof of passing the FE exam plus a qualifying bachelor’s degree or higher (list of qualifying degrees included).
  • Proof of passing the FE exam plus one year of full‑time qualifying engineering experience (design and construction of parks, roads, bridges, recreational facilities, water and/or wastewater treatment facilities).
  • Potential for permanent appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer under Civil Service Law.
Additional Comments
  • Applicants must be authorized to work in the United States on a full‑time basis.
  • During the NY HELPS Program, this title may be filled via a non‑competitive appointment (no examination required) but all candidates must meet the minimum qualifications. Non‑competitive status converts to competitive status without requiring an examination, affording the same rights and privileges of competitive class employees.
  • Educational credentials must be awarded by an accredited institution recognized by the U.S. Department of Education. For foreign credentials, independent verification of equivalency is required.
  • Citizenship and work‑authorization documents must be verified at the time an offer is made. The Department will not sponsor H‑1B, OPT STEM, or other temporary work visas.
