the city of syracuse (department of engineering) is seeking qualified applicants for the position of facilities engineer.
distinguishing features of the classthis is responsible administrative and technical work involving the application of engineering principles and practices to ensure that public facilities are designed, constructed, renovated and maintained and managed in a safe, environmentally healthy and cost-effective manner. The employee in this class exercises considerable independent judgement in making recommendations and decisions to resolve engineering problems in a variety of governmental facilities. A higher level administrative or technical employee, dependent upon the governmental jurisdiction, exercises general supervision over an employee in this class.
Assignments are received from the supervisor through conference and work is reviewed during progress and upon completion by submission of reports, visual observation and comment. Supervision may be exercised by this class over subordinate engineering and trade personnel. Does related work as required.
- plans, arranges and conducts periodic inspections of all facilities within the governmental entity to insure that all applicable codes and standards such as fire, safety and security, vertical transportation equipment and hvac are adequate and in compliance.
- may design, arrange and conduct staff development activities to train and upgrade preventative maintenance skills in hvac systems and other topics pertinent to the safe operation of facility systems/equipment and energy management.
- may create contract drawings to show work required, using standard drafting and desktop publishing techniques.
- utilizes personal computers in the development and maintenance of work records, energy management and other work, project costs, review and new applications.
- identifies and reports mechanical and structural deficiencies/damage and the need for repair or replacement to administration. May, in some instances, initiate process to have repairs made.
- prepares preliminary plans, specifications and cost estimates for repair, alteration, new construction projects, and maintenance agreements.
- may review expense documents to ensure that goods and services have been received in preparation for payment.
- reviews progress of on going construction work and monitors construction projects to insure the progress according to plans and specifications.
- conducts engineering "trouble shooting" work to resolve problems with mechanical or structural systems.
- inspects the work of contractors during progress and upon completion to insure compliance with specifications and work quality.
- plans construction and renovation projects, makes schedules, prepares cost estimates and, in general, expedites projects.
- may coordinate and monitor inspections for asbestos, hazardous waste materials, radon gases and where necessary, arranges for removal or containment.
- meets with various administrative personnel and legislative boards to explain projects and seek funding support for annual budgetary needs and special projects.
- keeps informed of the latest trends, developments and products in the areas of maintenance, repair, renovation, new construction, and energy management; encouraging innovative and experimental approaches as appropriate.
- may supervise engineering technicians, civil engineers, drafting technicians and support clerical personnel on a project by project basis.
- good knowledge of structural, electrical and mechanical engineering as related to buildings, structures and facilities.
- good knowledge of facilities systems including heating, ventilation, air conditioning, electrical, structural and architectural.
- good knowledge of construction drafting, blueprints and specifications.
- good knowledge of computer applications within the field of facilities engineering as related to computer drawing, records maintenance, project monitoring and energy management.
- ability to communicate effectively orally and in writing.
- ability to supervise subordinates in a manner conducive to full performance and high morale.
- ability to design and conduct appropriate staff development programs to update maintenance techniques.
- ability to apply critical standards in the inspection and evaluation of work completed and in progress.
- ability to prepare annual budget projections, renovation estimates and cost estimates for building projects.
- ability to plan, design, coordinate and inspect engineering projects.
- ability to read and interpret engineering specifications and complex construction plans.
