Job Description

This is a technical position involving responsibility for the monitoring of traffic flow and the smooth operation of a computer operated traffic signal system. Employees of this class are required to code data correctly, evaluate and analyze the traffic signal program and implement the output data. General supervision is received from an administrative superior. General supervision is exercised over the work of subordinate employees engaged in traffic signal related activities.

Typical Work Activities
  • Monitors the operation of computer-based traffic signal system.

  • Monitors traffic flow parameters.

  • Monitors computer generated trouble calls for signal repair.

  • Receives and answers traffic signal complaint calls.

  • Determines corrective action for traffic signal complaints, issues work orders and dispatches personnel.

  • Supervises subordinate employees engaged in traffic signal related activities.

  • Maintains records of traffic signal repairs and routine maintenance.

  • Prepares reports of signal calls, work pending and related traffic signal information.

  • Develops, codes, evaluates, analyzes and implements traffic signal computer programs to modify traffic signal system.

  • Alters traffic control plans in response to major disrupting factors such as snowstorms, fires, construction, etc.

Knowledge, Skills, and Abilities
  • Good knowledge of traffic engineering terms as related to traffic signals.

  • Good knowledge of the Manual of Uniform Traffic Control Devices (MUTCD).

  • Good knowledge of traffic signal design standards and regulations.

  • Good knowledge of traffic control devices, their purpose as it relates to safety, traffic flow and traffic control regulations.

  • Good knowledge of office procedures.

  • Good knowledge of computer systems and traffic signal software programs.

  • Good knowledge of current traffic flow patterns.

  • Good knowledge of the principles and practices of supervision.

  • Working knowledge of the principles and practices of dispatching.

  • Ability to develop and implement effective computer programs for traffic signal conflicts.

  • Ability to use good judgment, tact and courtesy in responding to public complaints regarding traffic signals.

  • Ability to analyze complaint calls and determine appropriate action.

  • Ability to express oneself clearly and concisely, orally and in writing.

  • Ability to establish good working relationships with others.

  • Ability to maintain records and prepare reports.

  • Physical condition commensurate with the demands of the position.

Minimum Qualifications
  • A) Graduation from a regionally accredited or New York State registered college or university with a baccalaureate degree in management information systems, transportation, civil engineering or an engineering curriculum pertaining to the application of engineering principles to traffic and two (2) years of work experience, or its part-time equivalent, in the computerized application relating to traffic signal control; or
  • B) Six (6) years of work experience, or its part-time equivalent, in the installation, maintenance, repair and operations of traffic signals and their auxiliary control devices, two (2) years of which must have been in the computerized application relating to traffic signal control; or
  • C) An equivalent combination of training and experience as defined by the limits of (A) and (B).
