This program cost control manager position is located within Warfare Systems (WS), a business group within HII’s Mission Technologies division. WS focuses on cyber and mission IT; electronic warfare; and C5
ISR systems.
HII protects national interests through advanced cybersecurity architecture, reverse‑engineering of software and hardware, and support of U.S. military and federal agency missions.
Program Cost Control Manager – Key Responsibilities
- Establish and oversee program cost control systems to monitor and control costs and schedules for complex programs, including Fixed‑Priced (FFP) contracts and other government contract types.
- Lead cost and financial management for programs, performing margin analysis, baseline maintenance, risk/opportunity assessment, and proactive identification of cost and schedule drivers.
- Perform and review cost, funding and schedule analyses to ensure programs remain within negotiated parameters and government cost‑control guidelines.
- Prepare and review financial reports and deliverables, including budgets, expenditure projections and Estimates at Completion (EACs).
- Maintain program budgets, schedules and funding profiles; monitor expenditures to ensure accuracy and integrity of financial records across assigned programs.
- Prepare sales outlooks, funding forecasts and advanced financial analyses.
- Maintain realistic cost and schedule baselines by assessing outstanding work against contract requirements.
- Incorporate contractual scope and funding changes into cost control systems.
- Oversee invoicing activities, including review of invoices and reconciliation of billed and unbilled amounts.
- Serve as the primary financial liaison with Program Management, Contracts, Accounting and Finance leadership.
- Ensure funding availability and compliance prior to expenditures.
- Lead audit support activities and respond to complex financial data requests.
- Identify, assess and mitigate program cost and schedule risks, particularly on FFP and Hybrid contract types.
- Reconcile unbilled receivables with internal stakeholders to ensure billing accuracy.
- Provide ad‑hoc financial analysis, revenue/billing forecasting and audit support as required.
- Manage and mentor a small team (typically 1–3 program control staff), providing coaching, technical guidance, quality review and performance feedback.
- Promote consistent application of program control best practices and compliance across the team.
Minimum Qualifications
- 4 years of relevant progressive experience with a Bachelors in a related field; 2 years with a Masters; or 8 years with a High School Diploma or equivalent.
- 4 years of experience in financial management, program control or project accounting.
- Strong background with multiple government contract types (FFP, FPI, FPLOE, T&M, CPAF, CPFF, CPIF and hybrid contracts).
- Proficiency in Deltek Costpoint and familiarity with web‑based invoicing platforms used by government or commercial partners.
- Working knowledge of FAR, CAS, and invoicing/revenue recognition best practices.
- Excellent analytical, organizational and communication skills.
- Ability to obtain and maintain a U.S. Level Secret clearance.
Preferred Requirements
- Master’s degree (MBA) or CPA/CMA certification.
- PMP, EVMP or similar certification.
- Familiarity with EVMS tools (e.g., Cobra, Winsight, Empower).
- Experience working in hybrid environments with cross‑functional and geographically distributed teams.
- Active U.S. Level Secret clearance or higher.
Physical Requirements
Job performance will normally require only minor lifting and carrying of boxes of records or equipment.
