Position: Safety & Health Inspector Apprentice 1, Syracuse (NY HELPS)
Location: City of Syracuse

Duties Description The incumbent within the Division of Safety & Health (DOSH) will plan, schedule, and conduct safety & health inspections of selected work sites such as state, county, city, and town offices. Inspections may also be conducted at places of public assembly, ski areas, carnivals, fairs and amusement parks, explosives magazines, power scaffolds, and other window-washing operations. Such work sites may include asbestos abatement projects.

The inspections are made in order to assure conformance with established standards, identifying unsafe conditions and work practices, and to protect workers and the public. Additionally, you may be required to issue notices of violations and may be expected to enforce state and federal laws.

Inspections may also be conducted at places of public assembly, ski areas, carnivals, fairs and amusement parks, explosives magazines, power scaffolds, and other window-washing operations. Such work sites may include asbestos abatement projects.

The inspections are made in order to assure conformance with established standards, identifying unsafe conditions and work practices, and to protect workers and the public. Additionally, you may be required to issue notices of violations and may be expected to enforce state and federal laws. Employees will be required to travel, multiple days/nights, for training purposes, not to exceed one week at a time.

The New York State Department Of Labor (DOL) Has Several Programs Focused On Ensuring Workplace Safety And Health. These Programs Include

  • Asbestos Control Bureau (ACB):
    Oversees the abatement of toxic hazards linked to asbestos fibers during building rehabilitation, reconstruction, or demolition. It enforces New York State Labor Law and Industrial Code Rule 56, which includes licensing contractors, certifying workers, requiring notifications for large projects, mandating asbestos surveys, and specifying abatement methods.
  • Boiler Safety Bureau:
    Inspects high and low-pressure boilers to prevent accidents and injuries. They administer boiler regulations, monitor insurance company inspections, and certify inspectors. The bureau also certifies boiler repair facilities and investigates boiler accidents.
  • Industry Inspection Bureau:
    Enforces regulations for public safety in areas such as amusement rides, places of public assembly, and storage of explosives. It conducts inspections, issues permits, and investigates accidents related to various industries and equipment.
  • On-Site Consultation Program:
    Offers free and confidential safety and health consultative services to small and medium sized businesses in high-hazard industries. The program helps businesses prevent workplace injuries and illnesses and comply with OSHA regulations.
  • Public Employee Safety & Health (PESH) Bureau:
    Enforces safety and health standards for public sector employees, including state, county, town, and village governments, public authorities, school districts, and fire departments. PESH responds to fatalities, accidents, and complaints, inspects worksites, and provides technical assistance.
  • Safety, Health, & Essential Rights Program:
    Addresses emerging issues such as airborne infectious diseases, workplace safety committees, warehouse worker protection, and construction fatality registry. It includes the Airborne Infectious Disease Exposure Prevention Plan, Workplace Safety Committee requirements, Emergency Preparedness Law, Warehouse Worker Protection Law, and Retail Worker Safety Act.

These programs collectively aim to provide essential tools and assistance to foster safer working conditions throughout New York State.

Apprenticeship Requirements The Safety & Health Inspector apprenticeship is a registered apprenticeship which includes on-the-job training and related instruction each year of the program.
