ISR systems . We are looking for a powerhouse Lead Program Cost Control Analyst to perform advanced program control and cost accounting activities in support of complex contracts. The role establishes and maintains cost control systems, performs comprehensive financial analyses, and ensures contracts remain within negotiated parameters and government cost control guidelines. The position also includes direct management and development of a small team (typically 1-2 program control professionals), with responsivity for work assignment, coaching, performance feedback, and ensuring consistent execution of program control processes.
This position is based in Syracuse, NY with a Hybrid work schedule and plays a critical role in supporting program execution, invoicing, and compliance in close collaboration with Program Management (PM), the Mission Partner (MP), and other internal stakeholders. Essential
Job Responsibilities
* Establish and oversee program cost conrol systems to monitor and control costs and schedules for complex programs, including Fixed Priced (FFP) contracts.
* Lead cost and financial management for programs, including marginal analysis, baseline maintence, risk/opportunity assessment, and proactive identification of cost and schedule drivers.
* Perform and review cost, funding, and schedule analyses to ensure programs remain within negotiated parameters and applicable cost conrol guidelines.
* Lead preparation and review of financial reports and deliverables including budgets, eexpenditure projections, Estimates at Completion (EACs), and variance analyses.
* Develop and maintain program budgets, schedules, and funding profiles.
* Direct monitoring of expenditures and ensuring accuracy and integrity of fincancial records across assigned programs.
* Maintain realistic cost and schedule baselines by assessing outstanding work against contract requirements.
* Incorporate contractual, scope, and funding changes into cost control systems.
* Oversee invoicing activities, including review of invoices and reconciliation of billed and unbilled amounts.
* Ensure funding availability and compliance prior to expenditures.
* Lead audit support activities and respond to complex financial data requests.
* Identify, assess, and mitigate program cost and schedule risks - particularly on FFP and Hybrid contract types.
* Reconcile unbilled receivables with internal stakeholders to ensure billing accuracy.
* Provide ad hoc financial analysis, revenue/billing forecasting, and audit support as required.
* Promote consistent application of program control best practices and compliance across the team.
Minimum Qualifications
* 10+ years relevant experience with Bachelors in related field; 8+ years relevant experience with Masters in related field; or High School Diploma or equivalent and 14+ years relevant experience.
* Candidates must possess a strong background working with multiple government contract types: FFP, FPI, FPLOE, T&M, CPAF, CPFF, CPIF, and hybrid contracts.
* Proficiency in Deltek Costpoint and familiarity with web-based invoicing platforms used by government or commercial partners.
