The Office of the New York State Attorney General’s Health Care Bureau is seeking an experienced attorney to help lead the implementation of New York’s expanded and fortified protections for patients and providers of abortion and gender-affirming care. The new law, Strengthening Legal Protections for Gender-Affirming Care and Reproductive Health Care (Shield Law), safeguards against efforts to investigate, punish, or penalize individuals providing or receiving legal health care in New York.

Developed in close partnership with health care providers and advocates, the legislation addresses mounting threats to privacy and patient safety. The selected attorney will join a team that includes the Special Counsel for Reproductive Justice as well as attorneys and staff in the Health Care Bureau, Civil Rights Bureau, and Executive Division who are engaged in nation‑leading reproductive justice legal work.

Duties
  • Overseeing implementation of OAG’s legislative mandates under the Shield Law including:
    • Updating and developing public facing materials;
    • Developing a training and outreach program to educate stakeholders about the protections, duties, and obligations of the shield law;
    • Interfacing with and fielding inquiries from health care providers, hospitals, clinics, abortion funds, governmental agencies, state and local law enforcement, and other stakeholders;
    • Responding to and evaluating incoming notices and related materials pursuant to the Shield Law.
  • Leading or participating in enforcement actions and litigation arising from or related to the Shield Law, including investigation, legal research and case development, litigation, and settlement negotiation.
  • Consulting and collaborating with OAG’s legislative and policy team on matters relevant to the Shield Law and legally protected health care.
  • Leading or participating in OAG’s multistate coordination efforts on Shield Law related policy and litigation.
  • Assisting with other matters related to legally protected health care.
Qualifications
  • Applicants who have a minimum of four (4) years of post‑graduate legal experience with a focus on civil litigation experience, including engaging in discovery and motion practice. Attorneys with more legal experience are encouraged to apply.
  • Experience with both New York state and federal trial court practice is preferred.
  • Experience with advocacy and litigation to promote reproductive justice, LGBTQIA+ rights, health equity, and/or access to healthcare are preferred.
  • Excellent legal analysis, legal writing and editing, and oral advocacy skills.
  • Organized and self‑directed with the ability to manage assignments, deadlines, and priorities.
  • Strong interpersonal and relationship management skills; ability to work well independently and with a large group of attorneys and other professional staff. Experience working with multidisciplinary teams is preferred.
  • Prior experience interfacing with external stakeholders and developing coalitions is desirable.
  • Proficiency using technology to complete legal work, including knowledge of and experience with various computer software programs and case management and electronic discovery platforms.

Applicants must reside in (or intend to soon become a resident of) New York state and be admitted to practice law in New York state. In addition, the Public Officers Law requires that OAG attorneys be citizens of the United States. A two (2) year commitment upon being hired is a condition of employment.
