Summary
The Registered Nurse
- Nurse Manager for Primary Care at the Syracuse VA Medical Center is responsible and accountable for all elements of the nursing process when providing or supervising direct patient care. Assesses - plans - implements - and evaluates delivery of care based on age specific components. Assumes responsibility for the coordination of care focused on patient education - self-management - and customer satisfaction throughout the continuum of care.
- English Language Proficiency – proficiency in basic written and spoken English is required for direct patient care positions.
- Graduate of an accredited professional nursing school (ACEN or CCNE) or acceptable equivalency for foreign graduates.
- Masters level bridge program candidates may be appointed temporarily until licensure and graduation.
- State license holders may be appointed temporarily and later converted to permanent employment upon successful completion of the bridge program.
- Foreign graduate equivalency may be validated through an accepted equivalency evaluation (e.g., International Consultants of Delaware).
- Current full, active, and unrestricted registration in a U.S. State, Territory, Commonwealth, or District of Columbia.
- Graduate Nurse Technician (GNT) exception allows entry-level appointment at the grade and level of completed education while pursuing licensure.
- Grade determinations based on Scope, Education, and Dimension criteria; details can be found in the online assessment.
- Grade/Level Scope Education Nurse I – Level I:
Fundamental knowledge‑based care. - Associate Degree (ADN) or Diploma in Nursing – no additional professional nursing required.
- Nurse I – Level II:
Integration of biopsychosocial concepts with at least one year of specialized experience or a BSN. - Nurse I – Level III:
Proficiency based on planning and complex client management. - MSN or related master's with no additional experience, or BSN with one additional year of specialized experience.
- Nurse II – Leadership in holistic care; BSN with two years of professional experience or MSN with one year of specialized experience.
- Nurse III – Advanced leadership and complex client care; MSN with two years of specialized experience or equivalent doctoral degrees with required experience.

- The Registered Nurse
- Nurse Manager (NM) is the designated first‑line supervisory authority, responsible for the 24/7 operation of assigned units and coverage for other NMs and Nursing Supervisors as needed. - Directs and supervises orientation, training, development, and evaluation of staff performance.
- Functions as role model, educator, practitioner, and supervisor, providing leadership to the team.
- Enhances care outcomes by collaborating with interdisciplinary team to remove barriers and implement evidence‑based programs.
- Engages in professional organizations for leadership and career growth.
- Equips staff with tools for culturally competent care and promotes a culture of accountability for high‑quality, cost‑effective outcomes.
- Cultivates alliances across the care continuum, building trust through active listening, engagement, and emotional intelligence.
- Contributes to development of care delivery models and environmental design, ensuring evidence‑based, accessible, affordable, and equitable patient care.
- Ensures compliance with accreditation and regulatory standards; aligns nursing/clinical objectives with organizational strategic outcomes.
- Promotes an inclusive workplace valuing diversity to achieve the organization’s vision and mission.
- Maintains knowledge and compliance with all regulatory and accreditation standards, directives, policies, and SOPs.
