Document Control Manager – Information Governance in Tabuk, Saudi Arabia is a senior construction opportunity that leads document control, records governance, EDMS administration, and information security for a multi‑billion‑dollar infrastructure program. Parsons Corporation is looking for an experienced information‑management leader to manage the full lifecycle of engineering, commercial, contractual, and legal records across multiple project entities and work packages.
Key Responsibilities- Establish and enforce program-wide document control policies, procedures, standards, and governance requirements.
- Develop document numbering systems, classification frameworks, metadata rules, naming conventions, and retention schedules.
- Define standard operating procedures for the creation, review, approval, transmission, revision, storage, and archival of records.
- Oversee the deployment, configuration, administration, and optimization of the Enterprise Document Management System.
- Ensure EDMS workflows support engineering, procurement, construction, commercial, contractual, legal, and closeout requirements.
- Maintain governance over drawings, technical submittals, correspondence, contracts, reports, registers, approvals, and project records.
- Monitor metadata accuracy, revision status, review codes, ownership, distribution lists, and approval histories.
- Control user permissions and access rights for confidential, restricted, commercial, contractual, and legally sensitive information.
- Safeguard project records in accordance with client requirements, Parsons data privacy standards, and information‑security protocols.
- Lead a multinational team of document controllers supporting multiple infrastructure packages and project disciplines.
- Allocate responsibilities, set service standards, review performance, and resolve processing backlogs.
- Conduct regular quality audits to identify indexing errors, missing revisions, incomplete metadata, duplicate records, and workflow failures.
- Enforce corrective actions where contractors or project teams fail to comply with approved information‑management procedures.
- Coordinate with engineering, procurement, construction, project controls, commercial, and legal teams to maintain efficient information flow.
- Track technical submissions, requests for information, design reviews, approvals, transmittals, and contractor deliverables.
- Produce document status reports, turnaround‑time analysis, overdue‑action summaries, and workflow‑performance dashboards.
- Identify bottlenecks affecting engineering reviews, contractor responses, approvals, and construction information release.
- Escalate repeated non‑compliance, security concerns, delayed submissions, and records‑management risks to senior leadership.
- Lead document‑control readiness for commissioning, handover, contract closeout, and final archival.
- Verify the completeness of as‑built drawings, operating manuals, warranties, test records, certificates, and final project documentation.
- Deliver EDMS training, procedural guidance, and compliance support to project personnel and contractors.
- Maintain reliable audit trails for document creation, review, revision, approval, issue, access, and archival activities.
- Bachelor's degree in Business Administration, Information Management, Engineering, or a related discipline.
- Minimum 15 years of progressive experience in document control, records management, and information governance.
- Proven managerial or leadership responsibility on major construction, infrastructure, or mega‑project programs.
- Advanced proficiency with EDMS platforms such as Aconex, Project Wise, PMWeb, or comparable systems.
- Detailed knowledge of engineering drawings, design stages, technical submittals, construction records, and closeout documentation.
- Strong understanding of metadata management, revision control, document numbering, workflow design, and records retention.
- Experience controlling engineering, commercial, contractual, legal, and confidential project information.
