Role Context

The Project Controls Manager
- Reporting will lead the consolidation, validation, interpretation, and presentation of project controls information across a complex infrastructure program. The role will combine data from planning, cost management, commercial, risk, change control, and delivery teams to produce accurate executive-level reporting. This position will serve as the central authority for project performance metrics. By transforming technical, financial, and schedule data into clear management information, the manager will help leadership identify emerging risks, understand performance trends, evaluate recovery options, and make timely strategic decisions.

Key Responsibilities
  • Lead the development and delivery of weekly, monthly, quarterly, and ad-hoc project performance reports.
  • Produce executive dashboards, board-level presentations, management summaries, and client reporting packs.
  • Establish consistent reporting standards, templates, calendars, approval workflows, and data-submission requirements.
  • Consolidate information from cost, planning, scheduling, commercial, risk, change, procurement, and construction teams.
  • Verify the accuracy, completeness, consistency, and traceability of project controls data before publication.
  • Apply Earned Value Management methodologies to measure progress, cost performance, schedule performance, and forecast outcomes.
  • Track key performance indicators and identify variances, deteriorating trends, emerging delays, and potential cost exposure.
  • Prepare clear narrative explanations covering performance drivers, corrective actions, mitigation measures, and management decisions.
  • Analyze the effect of change orders, claims, risks, and scope adjustments on approved budgets and baseline schedules.
  • Coordinate with project controls specialists to maintain alignment between cost forecasts, schedule updates, risk registers, and commercial records.
  • Oversee the integration of Oracle Primavera P6, Eco Sys, Power BI, Tableau, and related project-management platforms.
  • Improve reporting efficiency by automating data pipelines, dashboards, validation checks, and recurring performance outputs.
  • Maintain governance over reporting data, coding structures, cut-off dates, baselines, and version control.
  • Present complex project information in concise and visually accessible formats for senior leadership.
  • Manage project controls engineers, analysts, and reporting specialists while setting clear quality and delivery expectations.
  • Review team outputs, coach staff, assign priorities, and strengthen reporting capability across the project.
  • Support executive meetings, progress reviews, risk workshops, forecasting sessions, and performance recovery discussions.
  • Recommend corrective actions when project trends indicate potential schedule slippage, cost escalation, or delivery risk.
Ideal Profile
  • Bachelor’s degree in Engineering, Construction Management, Business, Finance, or another quantitative discipline.
  • Minimum 15 years of progressive project controls experience.
  • At least 5 years of direct responsibility for major reporting functions on mega-projects or large infrastructure programs.
  • Advanced knowledge of Earned Value Management, cost control, planning, forecasting, trend analysis, and variance reporting.
