Tacoma Housing Authority (THA) is seeking a Compliance Manager to lead agency-wide compliance efforts that support high-quality housing programs and services for our community. In this role, you’ll oversee regulatory compliance across a diverse portfolio of affordable housing programs, help translate complex regulations into effective agency practices, and ensure THA remains a trusted steward of public resources. What You’ll Do:

  • Lead and coordinate compliance activities across THA housing programs, including Public Housing, Housing Choice Voucher (Section
    8), Low-Income Housing Tax Credit, Multifamily, RAD, MTW, and other affordable housing programs.
  • Ensure agency compliance with applicable federal, state, and local regulations, policies, procedures, and program requirements.
  • Translate regulatory requirements and program updates into agency policies, procedures, forms, staff protocols, and operational practices.
  • Oversee and maintain program compliance documentation, including income limits, rent limits, utility allowances, tenant selection plans, and tenant file requirements.
  • Conduct and oversee internal audits of tenant files and provide management with compliance-related insights and recommendations.
  • Direct and monitor reporting to HUD and other funding or regulatory stakeholders.
  • Develop and deliver training, guidance, and resources to support staff understanding of regulatory and program changes.
  • Coordinate non-financial audits, regulatory reviews, and corrective action efforts to ensure strong program performance.
  • Oversee Fair Housing compliance, evaluate reasonable accommodation requests, and monitor agency compliance with civil rights requirements.

Who You Are:

  • Have a Bachelor's degree, preferably in public administration, public policy, urban studies, or a related field (or an equivalent combination of education and directly relevant experience).
  • Bring 5 to 7 years of progressively responsible experience in housing program administration, policy analysis, auditing, training, quality control, or related compliance functions.
  • Have 2 to 3 years of experience in property management or Housing Choice Voucher operations, including experience with HUD programs.
  • Have at least 2 years of supervisory experience leading and supporting staff.
  • Possess strong knowledge of HUD regulations, housing program requirements, and compliance practices.
  • Understand Fair Housing requirements, reasonable accommodations, and related compliance responsibilities.
  • Can analyze complex issues, evaluate options, and develop practical solutions that support organizational goals.
  • Communicate effectively and professionally, both verbally and in writing, including interpretation of technical and regulatory information.
  • Organized, detail-oriented, and able to manage competing priorities in an environment of frequent change and interruptions.
  • Demonstrate integrity, professionalism, sound judgment, and a commitment to maintaining confidentiality while building positive working relationships with diverse stakeholders.
  • Proficient with Microsoft Office and other business technology tools used to support compliance, reporting, and operational effectiveness.
