Regulatory Compliance Specialist, Operations Manager
The General Superintendent is responsible for the overall field leadership, execution, and delivery of federal construction projects, including projects for the U.S. Department of Veterans Affairs (VA), U.S. Army Corps of Engineers (USACE), NAVFAC, and other federal agencies. This role provides strategic oversight of multiple project sites, ensures compliance with federal contract requirements, and drives operational excellence through strong leadership, problem‑solving, and personnel development.
The ideal candidate possesses extensive construction management experience, deep knowledge of federal construction practices, exceptional leadership skills, and a proven ability to mentor and develop field personnel while delivering complex projects safely, on schedule, and within budget.
Key Responsibilities- Provide overall field leadership for federal construction projects from mobilization through closeout
- Oversee Superintendents, Assistant Superintendents, Quality Control Managers, and field personnel across one or multiple projects
- Ensure project execution aligns with contract documents, specifications, schedules, and quality standards
- Coordinate with Project Managers, Owners, Contracting Officers, CORs, A/E teams, subcontractors, and stakeholders
- Lead project planning, sequencing, logistics, and resource allocation activities
- Identify project risks and develop proactive mitigation strategies
- Resolve field issues, constructability challenges, and schedule impacts in a timely manner
- Ensure compliance with federal contract requirements, including FAR, DFARS, VA, USACE, and NAVFAC standards
- Maintain compliance with EM 385-1-1 safety requirements and project‑specific safety plans
- Support Quality Control programs and ensure adherence to approved Quality Control Plans
- Participate in progress meetings, partnering sessions, inspections, and government audits
- Monitor subcontractor performance and compliance with federal requirements
- Drive project schedules and ensure milestones are achieved
- Collaborate with project teams to identify schedule risks and recovery plans
- Monitor labor productivity, equipment utilization, and workforce planning
- Support change management, modifications, REAs, and claims documentation when required
- Review project performance metrics and implement corrective actions as necessary
- Mentor, coach, and develop Superintendents and field leadership personnel
- Build high‑performing project teams focused on safety, quality, and accountability
- Conduct performance evaluations and provide ongoing professional development opportunities
- Foster a culture of collaboration, continuous improvement, and operational excellence
- Assist with recruiting, onboarding, and workforce planning initiatives
- Ensure implementation and enforcement of all project safety requirements
- Lead safety reviews, audits, and corrective action initiatives
- Partner with SSHOs and project leadership to continuously improve safety performance
- Minimum 10-15 years of construction experience with progressively increasing responsibility
- Minimum 5 years of experience as a Superintendent or General Superintendent on federal construction projects
- Demonstrated experience managing large‑scale VA, USACE, NAVFAC, or other federal projects
- Strong knowledge of federal construction contracting practices, specifications, and compliance requirements
- Proven leadership experience managing multiple field teams and project personnel
- Exceptional problem‑solving, decision‑making, and conflict‑resolution abilities
- Strong communication and stakeholder management skills
- Ability to interpret drawings, specifications, schedules, and contract documents
- Proficiency with construction scheduling and project management software
- Experience on healthcare, hospital renovation, or occupied facility projects for the Department of Veterans Affairs
- EM 385-1-1 experience
- OSHA 30‑Hour Construction Certification
- USACE Construction Quality Management (CQM-C) Certification
- Experience with Primavera P6, Microsoft Project, RMS, Procore, and similar construction management platforms
- Bachelor's degree in Construction Management, Engineering, or related field preferred
