Position: Manager, Systems Assessment - (26-SS&AM-805000-007)

The intent of this job description is to provide a representative summary of the major duties, locations, and responsibilities performed by incumbents in this role. The duties and essential functions may be adjusted at the discretion of the General Manager.

Role Description

The Manager, Systems Assessment supports Capital Improvement Program (CIP) project planning and delivery. The role leads the evaluation and prioritization of water and sewer buried infrastructure inspection data, manages inspection and condition assessment of linear assets, performs data analysis to support rehabilitation decisions, develops information systems to share data across enterprise systems, collaborates with Operations, coordinates rapid response during emergencies, and facilitates pilot studies for emerging assessment technologies.

Essential Duties & Responsibilities
  • Develop inspection contract documents and manage contractors performing linear asset assessments.
  • Review and assess proposed capital improvement projects for optimal applicability and cost-effectiveness.
  • Recommend innovative condition assessment and rehabilitation practices and stay abreast of industry trends.
  • Prepare regular reports and learning opportunities on emerging assessment technologies.
  • Initiate and coordinate pilots of new technologies in water and sewer systems.
  • Participate in professional group meetings and conferences focused on innovation and regional planning.
  • Initiate and manage projects to fulfill core functions on time, with quality, and within budget.
  • Communicate regularly with Project Managers and stakeholders, tracking project progress against scope and deliverables.
  • Coordinate with stakeholders in planning and prioritizing assets for inspection.
  • Coordinate Condition Assessment Reports (CARs) for water and sewer projects and participate in business case evaluations.
  • Perform data analysis and interpretation from inspection programs.
  • Interface with various DC Water departments to coordinate initiatives and build consensus.
  • Perform gap analysis for linear asset condition assessment.
  • Continuously improve prioritization cycles for asset assessment.
  • Implement and maintain data management systems for assessment data.
  • Integrate assessment work with the DC Water CMMS.
  • Coordinate cleaning and construction projects supporting assessment.
  • Coordinate emergency response for severe defects identified during routine assessment.
  • Communicate with external stakeholders when required to meet regulatory obligations.
  • Define condition assessment Key Performance Indicators.
  • Perform other related duties as assigned.
Supervisory Responsibilities

Provides daily planning and administration for selection, assignment, supervision, promotion, discipline, and training of personnel within the area.

Key Working Relationships

Interacts with co‑workers, contractors, and project engineers across the Authority and partner agencies.

  • Required Experience: Minimum of seven years in water and sewer system planning, design, and/or construction.
  • Experience researching and authoring technical reports and studies.
  • Experience preparing project scopes, work plans, schedules, and budgets.
  • Experience with water or sewer inspection prioritization methods and condition assessment of buried infrastructure.
  • Experience developing and managing field data collection activities (e.g., flow monitoring, pipe survey).
  • Experience utilizing GIS, CMMS, and sewer inspection software.
  • Minimum

    Education Requirements:

    Bachelor’s degree in Civil Engineering or related engineering field.
  • Required Skills: Asset Management, Condition Assessment of Buried Infrastructure, Financial Planning, Operations, Strong analytical, planning, skills, Exceptional attention to detail, Strong written and verbal communication, Data Management, Project Management, Piloting emerging technologies, Proficiency in inspection/asset management software (e.g., Info Asset Planner, Pipe Logix), PC and office suite proficiency.

    Certifications:

    Valid District of Columbia Professional Engineering License (PE) at time of hire; NASSCO PACP/MACP/LACP within 1 year of hire.
