Responsible for the management and supervision of every aspect of assigned Commercial vessels while they are in Port, at sea and in dry-dock, including providing direction to all shipyard and repair vendor personnel engaged in vessel repairs. Oversees installation and repair of marine power plants, propulsion systems, heating and ventilating systems, and other mechanical and electrical equipment in ships and marine facilities by performing the following duties:

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Manages and monitors the day-to-day technical operation of the assigned vessels. Will be primarily responsible for vessel repair and maintenance. Overall person in charge of vessel activities during repair outages and in dry-dock. Monitors and advises vessel’s Senior Officers in order to maintain operational capabilities of the vessel. Communicates directly with various TSI Department Managers on vessel status, including crew and operational issues.
  • Prepares operating budgets and long-term fiscal work plans for vessels. Submits these plans to Director of Ship Management and/or the Vice President Operations for finalization and presentation to Owner.
  • Coordinates with Captain and First Officer to ensure proper cargo and mission related logistics. Makes final judgment regarding mechanical issues in coordination with Chief Engineer.
  • Maintains assigned vessels in a condition which provides the highest probability of success in activation and subsequent operation / deployment in support of cargo commitments.
  • Reviews, approves and processes material and spares requisitions submitted by the vessels. Generates and processes additional requisitions for goods and services to support outside industrial assistance and repairs. Co-ordinates with the Captains and the Chief Engineers to manage vessel repairs, maintenance and requisitioning for spares, goods, and services. Monitors and assists in expediting of delivery of spares / consumables to the vessel(s).

    Coordinates with Accounts Receivable and Purchasing to ensure every invoice has the proper PO, requistions received, match up with Purchase Order, adjust transportation and tax line items, ensures materials and services are received & filed prior to vendor payment, corrects Purchase Orders as necessary.
  • Manages repair contractors, regulatory inspection / approval activities, crewing, storing of the vessel, and determine whether the vessel is ready for sea trials. Monitors and reports on sea trials and makes needed arrangements to correct any deficiencies which are discovered.
  • Attends assigned vessels to evaluate and observe overall condition and performance. When the vessel (s) are in a laid-up status, conducts monthly walkover inspections.
  • Generates all specifications for outside industrial activities including voyage repairs, regulatory inspections / surveys, dry dockings and attendance by technicians, upgrades, alterations and outside Marine support. This includes but is not limited to:
  • Oversees repairs to equipment such as diesel engines, boilers, steam driven turbine engines, heat exchangers, fire control and communication systems, electric power systems, or piping and related fittings and valves.
  • Prepares reports, which describe inspection procedures and findings. Keeps records of engineering performance and costs for vessels. Submits reports as required.
  • Maintains records of all annual, bi-annual, midterms, etc. inspections and surveys required by classification societies and government agencies. Ensures that all vessels have proper certificates on board and assists in the timely arrangement of vessel surveys.
  • Assures that USCG certification items and other regulatory body items are completed. Interfaces with local regulatory bodies to implement compliance with customer and government regulations.
  • Assures that ship security services are properly provided.
