Position Overview
The City of Tacoma is recruiting for the appointive position of Assistant Division Manager in the Science Division of the Environmental Services Department. The role oversees the Environmental Compliance section, including the Inspections Group (stormwater, wastewater, and business source-control inspections) and the Industrial Wastewater Pretreatment Group, supporting the City’s compliance with NPDES Permit requirements and state/local regulations.
Essential Responsibilities- Lead and manage the Environmental Compliance Section and its subgroups.
- Coordinate inspections, reporting, and compliance activities for stormwater and wastewater assets.
- Develop, implement, and enforce source-control program elements such as education, outreach, inspections, spill response, and data tracking.
- Provide leadership, mentorship, and professional development opportunities for staff.
- Build morale, accountability, and strong relationships based on trust and respect.
- Empower employees to make informed decisions, offering necessary information, training, and resources.
- Apply inclusive leadership practices, including emotional intelligence, conflict resolution, and leveraging diversity.
- Collaborate internally and externally with city departments, state and federal agencies, local tribes, regional councils, and other stakeholders.
- Work primarily in office and outdoor environments with occasional travel to various sites.
- May be exposed to typical hazards encountered at work sites.
- Subject to emergency calls during off-duty hours.
Bachelor’s Degree in engineering, business, public administration, or a directly related field.
Minimum ExperienceSix (6) years of experience in one or more fields in the Environmental Services department, including at least one year at a senior or supervisory level.
Licenses and CertificationsValid Washington State driver’s license at the time of appointment, with ongoing maintenance.
Desired Experience and Qualifications- Five (5) years of experience working with environmental regulations, preferably stormwater and/or wastewater utilities.
- Experience with source-control inspections and/or industrial pretreatment program requirements.
- Experience working in a team environment.
- Two (2) years managing a workgroup.
- Comprehensive understanding of NPDES regulatory requirements for stormwater and wastewater.
- Experience developing or leading source-control program elements such as education and outreach, inspections, spill response, and data tracking.
- Expertise in industrial wastewater pretreatment and the General Pretreatment Regulations (40 CFR Part 403).
