Federal Programs NAVFAC Project Director

WSP is seeking a Federal Programs NAVFAC Project Director to work out of our Tacoma, WA or Seattle, WA office. The role focuses on executing AE services under Federal contracts and growing the Federal Team’s NAVFAC Program in the Northwest, Southwest, and Pacific regions, as well as other regional Federal Client Programs. The position will deliver engineering, architecture, planning, environmental engineering, and program management services while strengthening relationships to drive new business opportunities.

Responsibilities
  • Ensure adherence to Safety, Health, Environment, & Quality (SHEQ) requirements for all projects in the portfolio and for aligned project managers.
  • Collaborate with the WSP Federal Programs District Lead on the business plan forecast, ensuring accurate Project ETCs.
  • Maintain compliance with all Quality policies, procedures, protocols, and mandated project tools.
  • Review and approve proposal/project contract documents, risk, and pricing.
  • Drive delivery of budgeted Net Revenue for a portfolio of projects, focusing on change management, cash management, and high‑quality, value‑added services.
  • Approve Project Risk Register/Mitigation Plan, Project Execution Plan, and Project Quality Plan.
  • Conduct monthly project reviews and publish reports with critical issues and actions.
  • Attend internal WSP Administrative Project Reviews to discuss portfolio projects and meet thresholds.
  • Review Project Estimate at Completion accuracy and address variances.
  • Monitor accounts receivable and unbilled revenue; work with PMs to resolve issues.
  • Ensure adherence to the Contracts Quality Plan, client satisfaction reviews, deliverable checks, and QC process audits.
  • Ensure PMs collaborate with Operational/Group/Design Leaders for proper staff assignment.
  • Manage, coach, and provide skill and career development for aligned PMs.
  • Provide technical guidance and expertise to lead multi‑discipline project teams.
  • Manage resource loading and oversee talent engagement for aligned PMs.
  • Support career development of PMs through WSP Project Manager Training tools.
  • Guide teams in informed technical decisions and foster innovation and technical excellence.
  • Negotiate with vendors and price stakeholders.
  • Identify process improvement opportunities and coordinate implementation with the Project Delivery Leader and Director of Federal Property and Buildings.
  • Ensure succession plans for key roles and recommend hiring or terminations in coordination with others.
  • Approve time and expense for aligned PMs.
  • Assist PMs and Client Account Sponsors, Leads, and Managers with client management and satisfaction.
  • Collaborate with staff in other WSP Sectors, Regions, and national leadership for a unified delivery approach.
  • Direct reports include Project Managers (eventually 4–5 or more); may serve as Senior PM on some projects.
Metrics and KPIs
  • SHEQ performance of portfolio projects.
  • Net Revenue delivered relative to contracted Net Revenue.
  • Client management and satisfaction.
  • Aligned PM performance.
  • Operational governance, process adherence, and quality.
  • Collaboration and workshare with other WSP Sectors and Regions.
Required Qualifications
  • Bachelor’s degree in Civil Engineering, Planning, Architecture, or related field.
  • 15+ years of experience proposing, negotiating fee proposals, and delivering AE services on DoD IDIQ contracts (preferably NAVFAC IDIQs).
  • 7+ years managing multi‑disciplinary engineering/architectural teams.
  • Professional registration as a US licensed Architect or Engineer.
  • Ability to obtain a US Government issued Secret level Security Clearance.
  • Strong knowledge of Navy clients, US contracting industry, federal budgeting, and industry business drivers.
  • Experience leading strategy and marketing for Federal acquisitions and working with cross‑functional teams.
  • Excellent knowledge of client service, program planning, and execution.
  • Track record of managing large and complex opportunities and pursuits.
  • Business development skills with a focus on win strategies and differentiators.
  • Strong negotiation and communication skills; ability to convey information under tight time constraints.
  • Relocation assistance is not available.
Preferred Qualifications
  • Active US Government issued Secret level Security Clearance.

Compensation

Expected Salary range: $190,200 – $275,500 (based on location, experience, and internal equity).
