JOB SUMMARY

The Director of Business Services is responsible for supervising a variety of finance and business office functions which will include: accounting, payroll, budget, financial reporting, internal auditing for all funds; review, analyze, interpret and report on legislative updates and how they affect district operations and fund balances; managing and evaluating office staff, maintaining financial files; responding to business and financial inquiries from district staff and the public.

ESSENTIAL

JOB FUNCTIONS
  • Leads the daily operations of the Business Office, including organizing and prioritizing work to ensure smooth operation, optimal customer service and compliance with a wide variety of laws, rules, regulations, internal controls, and procedures across multiple fund sources.
  • Directs, reviews, analyzes, and interprets a wide variety of financial and management information for the Superintendent, Board of Directors, administrators, staff, and the public. Makes recommendations and provides advice and strategies for use in matters of fiscal and business impact such as budget preparation, staffing, revenue forecasting, demographic and enrollment projections, collective bargaining, construction, levy and bond issues, monthly and year end closings, and other matters.
  • Provides strategic planning around all financial aspects of the District.
  • Analyze and interpret federal, state, and local statutory and/or funding changes and anticipate the effects to district operations and finances.
  • Composes, prepares, and/or presents various financial documents, reports, and presentations to provide current and accurate information to staff, Board of Directors, the public and/or other districts.
  • Directs the development, approval, and implementation of business and financial policies and procedures.
  • Responds to inquiries from district staff, the public, and other districts to provide information, direction, and/or clarification in the areas of finance, budget, and general business office functions.
  • Accounts Receivable receipting, uploading, reconciliation, and monitoring.
  • Supervise and authorize Accounts Payable; approve purchase orders, invoices, and personal services contracts.
  • Supervise and authorize Payroll processing.
  • Perform JV’s; ASB, budget, and monetary transfers to the Pierce County Treasurer; reconcile accounts; update financial reports each month.
  • Monitor and coordinate annual records documentation and destruction cycles.
  • Serves as the District’s Risk Manager; monitors Risk Management reports from schools and submits claims as necessary. Function as the district’s liaison for non-transportation claims.
  • Facilitate various grants and investments, including grants billing.
  • Perform audits of financial information, to include BMO (on site), transportation, ASB fundraisers, and cash receipting.
  • Serve as the district liaison with the State Auditor’s Office.
  • Attends meetings, workshops, conferences, and seminars for the purpose of conveying and/or gathering information required to perform functions.
  • Develop skills and abilities of staff within the Business Office.
  • Trains, motivates, coaches, corrects, evaluates and, when necessary, disciplines department staff. Ensures cross training is occurring and redundant systems are in place.

MINIMUM QUALIFICATIONS
  • CPA or related bachelor’s degree required.
  • Five years of progressive experience in the field of finance, school district, or government entity experience.
  • Five years of leadership/supervisory experience preferred.
  • WASBO credentials preferred.
  • Knowledge of education finance rules, regulations, laws and procedures, or ability to learn.
  • Ability to work independently and to make sound judgements within the parameters of the position.
