The City of Tacoma, Environmental Services Department, is recruiting for the appointive position of Assistant Division Manager in the Environmental Programs Group within the Science Division. The Environmental Programs group focuses on metering and sampling, watershed planning including MTCA/Superfund site management, and National Pollutant Discharge Elimination Systems (NPDES) permit compliance for the Phase I municipal storm sewer system.

Responsibilities
  • Oversee work groups tasked with implementing and reporting all elements of the City’s NPDES Phase 1 Municipal Stormwater Permit, maintaining compliance with the federal Consent Decree for the long‑term monitoring of the Thea Foss Waterway Superfund Site, ensuring adequate watershed planning and stormwater control for City growth, and monitoring and metering activities.
  • Provide regional leadership in stormwater policy, infrastructure planning, and design, including green and low‑impact infrastructure.
  • Keep current with the latest technologies and management techniques, federal, state and local rules, regulations and laws related to stormwater management; confer with other Environmental Services Assistant Division Managers to coordinate work efforts whenever necessary or desirable.

Physical Requirements and Working Conditions

Office and outdoor environment, occasional travel to a variety of locations to conduct work, and may be exposed to typical hazards encountered at such work sites. Subject to emergency calls during off‑duty hours.

Minimum Education

Bachelor’s degree in engineering, business, public administration or directly related field.

Minimum Experience

6 years of experience in one or more fields in an Environmental Services Department, including 1 year prior at a supervisory level.

Licenses, Certificates and Other Requirements

Valid Washington State driver’s license at time of appointment with maintenance thereafter, or evidence of equivalent mobility.

* Relevant education and experience may substitute for one another on a year‑for‑year basis.

Knowledge
  • Operations, principles, practices, methods and techniques of stormwater management, best management practices and flow control/treatment.
  • Asset management strategies and implementation.
  • Compiling and analyzing statistical and technical information, and other data.
  • Managing staff and programs, including developing and implementing workgroup policies, workload projections and assignments; conducting performance reviews and overseeing and recommending performance management.
  • Coordinating communication and projects with other City departments, governmental and private agencies, consultants, architects, contractors, vendors and the general public.
  • Presentations to elected officials, stakeholders and other groups, as designated.
  • Developing and meeting schedules and timelines for yourself and assigned staff.
  • Establishing and maintaining cooperative and effective working relationships with others.
  • Preparing and maintaining various personnel and work-related records and reports; preparing the annual division budget; forecasting personnel requirements and authorizing purchases within established guidelines.
