This position works within the Buildings Unit of the Energy Division. This position is responsible for providing professional level program coordination and contract administration in implementing federally and state funded programs that support the Clean Buildings Performance Standard (CBPS). These programs include the Tier 1 and Tier 2 Early Adopter Incentives, Clean Buildings Performance Grants, Energy Audit Grants, State Project Improvement (SPI) Grants, Energy Efficiency Retrofits Grants, and Appliance Standards.

This position works closely with internal and external stakeholders including state agencies, local government, and tribal communities, in addition to federal and state program and policy partners.

Program Coordination and Support
  • This position will support program coordination and contract administration across multiple programs ensuring standard processes are used.
  • Plans and tracks progress towards program goals and objectives in coordination with multiple program managers, seeking input from internal and external subject matter experts and stakeholders as needed.
  • Supports the development of guidance documents, tools, and resources for the Clean Buildings Performance Standard and other clean energy programs.
  • Facilitate workshops and meetings related to the Clean Buildings Performance Standard and other clean energy programs.
  • Review Clean Buildings processes to ensure key stakeholders understand the requirements and are supported in achieving compliance.
  • Conducts program coordination, support, evaluation, and alignment of processes and policies, ensuring compliance with relevant state and federal regulations.
  • Utilizes spreadsheets, databases, and information systems to conduct program reporting. Create reports, dashboards and presentations.
  • Ensures program data is current and accessible to facilitate inquiries and reporting of key metrics.
  • Organizes, coordinates, and solicits input from program advisory groups, technical experts, and external stakeholders to advance program goals.
  • Supports the competitive and non-competitive grant and incentive application process, which includes solicitation of applications, convening subject matter experts and key stakeholders to assist with application review, reading, evaluating and scoring applications, organizing and conducting review meetings, and making recommendations to management for application awards. Evaluate applications and make funding recommendations regarding assigned applications.
  • Supports negotiation, drafting, and executing grants and contracts and subsequent amendments to scopes of work and special terms and conditions.
  • Conducts contract monitoring and risk management task including desk audits. Processes invoices.
  • Provide technical assistance to contractors as fiscal discrepancies and/or issues arise or as requested by contractors.
  • Handles service problems professionally and efficiently and follows established procedures to solve customer problems.
  • Represents agency at professional meetings and conferences.
  • Coordinates with others to streamline processes, develop best practices, and implement program delivery improvements.
