Public Health Clinic Practice / Program Manager II

Are you an experienced operational leader ready to drive impactful, integrated community health services? As the Public Health Clinic Practice, you will serve as a key senior leader, directing all clinical and administrative activities for a dynamic, integrated public health clinic focused on SUD treatment, HIV/STI services, and street medicine. Managing a 30–35 person multidisciplinary team (including SUDPs, RNs, ARNPs, and billing staff) and a $6M–$7M budget, you will have significant autonomy to oversee daily operations, ensure rigorous regulatory compliance (HIPAA, 42 CFR Part
2), and manage complex grant/revenue cycles. This advanced, second-level management role focuses on strategic program growth, expanding services (e.g., hepatitis C care, family planning), and strengthening community partnerships. As a liaison to local and state agencies, you will shape public health policy and ensure high-quality, equity-focused care delivery.

The Public Health Clinic Practice / Program Manager II is a Regular, Full-time (1.0 FTE) position within our Substance Use Services program. The expected starting salary range for this position is between $ – $ annually. Salary is open to negotiation based on experience and qualifications.

Essential functions include overseeing clinic services, developing and refining clinic workflows, monitoring program performance metrics, ensuring compliance with regulations, supervising and managing staff, planning and executing workplans, formulating quality assurance efforts, and managing program budgets.

Examples of key duties include maintaining compliance with infection control protocols, formulating policies and procedures, managing audits and compliance reviews, supervising and managing staff, planning and controlling program budgets, identifying new revenue sources, managing quality improvement initiatives, promoting partnerships with local and state agencies, and ensuring staff safety protocols.

Safety and emergency preparedness include adhering to safety laws, understanding emergency procedures, operating equipment safely, and applying knowledge for emergency response roles.

Knowledge of program management principles and practices.

Knowledge of public health laws and regulations governing public health programs and services.

Skilled in health education practices, policy development, and program planning.
