Procurement And Contracting Supervisor

In this supervisory role of three Procurement and Contracting Specialists, you will provide leadership, direction, and oversight for a team responsible for the County's end-to-end procurement and contracting activities for goods, client services, capital projects, and other services. You will lead a high-performing, customer-focused team that delivers strategic, compliant, and efficient procurement solutions, enabling the County to provide cost-effective and timely programs.

As a leader within Procurement and Contracting Services (PCS), you will lead efforts to advance the County's procurement and contracting programs by overseeing procurement systems, policies, templates, training, and operational standards. This includes guiding the development of standard operating procedures for Workday and Open Gov, supporting the implementation and optimization of the County's Contract Lifecycle Management (CLM) system, and promoting data governance, reporting, and analytics to inform decision-making.

The Finance & Enterprise Services Department delivers enterprise-wide services that support every County department and many external partners, ensuring Pierce County operates effectively, efficiently, and with strong public stewardship. Finance & Enterprise Services staff provide a broad portfolio of high-impact, countywide services, including budgeting and performance management, fiscal services, procurement and contracting, information technology, general services, fleet services, and risk management.

Core daily responsibilities:

  • Manage, supervise, and coordinate activities of the unit; determine work procedures, schedule work, and establish performance expectations.
  • Assign, review, and approve staff work; provide coaching, feedback, and corrective action when needed.
  • Identify training needs and provide training to Procurement and Contracting staff and department staff.
  • Manage the full procurement, contracting, and contract monitoring processes for goods, services, and public works.
  • Oversee Request for Information (RFI), Request for Proposal (RFP), Request for Qualifications (RFQ), and Invitation to Bid (ITB) processes, ensuring timely, transparent, and compliant solicitation and evaluation procedures.
  • Conduct regular review of expiring contracts and provide recommendations to program managers on renewal, re-solicitation, or closure.
  • Ensure contracts and amendments are complete, accurate, and compliant with policies, procedures, and regulations.
  • Support and management of contracting and procurement systems, including data management, process standardization and documentation, and workflow management.
  • Develop, maintain, and ensure consistent application of procurement and contracting policies, procedures, internal guidelines, forms, and templates.
  • Research and apply Washington State law, federal grant requirements, County Charter and Code, and audit standards.

Minimum qualifications:

  • Post-secondary education may substitute for up to two (2) years of the required experience on a year-for-year basis.
  • Five years of progressively responsible work experience in procurements, contract, and/or monitoring management including at least one year in a supervisory capacity.
