Position: Business Analyst (Business Analysis & Planning) :: Tallahassee, FL (Onsite)
Business Analyst (Business Analysis & Planning) - Tallahassee, FL

Duration: 12 months | Onsite (Part-time role)

Seeking for a Business Analyst to provide expert-level support to the Systems Support team as part of the departmental initiative. Your role will involve reviewing documentation, identifying gaps, and transferring critical business knowledge.

  • Review and annotate brownfield documentation drafts.
  • Identify and clarify gaps in business rules related to Federal Aid and financial management processes.
  • Explain federal/state funding rationale and historical context.
  • Participate in working sessions to transfer business knowledge.
  • Respond to ad-hoc queries about Federal Aid program assumptions and fund allocation decisions.
  • Review Obligation Authority (OA) plan and Advance Construction (AC) program assumptions.
  • Guide Schedule A fund allocations and processes.
Job Specific Knowledge, Skills, and Abilities (KSAs):
  • Deep knowledge of Federal/State/Government Five-Year Work Program and Federal Aid program management.
  • Expertise in Federal/State/Government Financial Management System and business rules.
  • Understanding of Federal Aid Highway Funds, Schedule A allocations, and OA plan development.
  • Ability to interpret legislation and communicate impacts effectively.
  • Proficient in reviewing technical documentation for discrepancies.
  • Effective written communication skills for feedback and annotations.
  • Proficient in Microsoft Office Suite and Microsoft Teams.
Experience:
  • Minimum 15 years of experience in transportation work program management or federal aid program administration.
  • Direct experience with Work Program, Federal Aid reconciliation, and Financial Management Suite required.
Education:
  • Bachelor's or Master's Degree in relevant fields such as Computer Science, Information Systems, or Business Administration. Equivalent work experience may substitute for a degree.
