Construction Projects Consultant II -

The Bureau of General Services is seeking a Construction Projects Consultant II within the facility section. This position is responsible for all duties within the North Region of the State. Provides professional leadership and management of all aspects of construction projects. Chairs construction meetings, and other meetings as required to ensure proper execution of contract requirements. Conduct periodic site and final inspections projects to ensure that constructional requirements are met.

Conducts evaluations of potential site locations for new Department of Juvenile Justice (DJJ) facilities. Attend and conduct project status and review meetings. Manage project transition from design phase to construction phase. Reviews and approves cost estimates, bids, proposals and orders, develops independent estimates. Processes, reviews and approves Contractor and Architect/Engineer invoices. Reviews, edits, controls, monitors, all construction documents prior to bidding and during construction to assess issues relating to the construction process and their impact on the project.

Identifies and implements solutions and construction and contract issues. Coordinates technical assistance to all regional offices as required to assure those units have the information needed to function adequately in preparing Fixed Capital Outlay budgets, developing programs, managing delegations, monitoring construction and recommendations in preparation of annual Fixed Capital Outlay Budget. Works with the State Fire Marshal to resolve facility code-compliance issues.

Works with facilities to develop corrective plans of action to resolve deficiencies found on annual State Fire Marshal reports. Monitors building conditions and performs building assessments upon request. Develops proper solutions for building and works with contracted agency Building Official to help ensure facility code compliance. Assist in developing and maintaining department building related standards, building programs, plans, manuals, contracts, forms, databases, etc.,

to be assured of an updated, retrievable information database. Provide assistance to architects, engineers and contractors as required. Participate in process improvements teams. Implements the principles of total quality Management. Ensure project status reports are current and timely. Plan, prepare and execute contracts for Fixed Capital Outlay and other construction projects. Prepares and review contract changes. Conducts cost analysis on contractor proposals and prepare negotiations positions.

Conduct negotiations and source selection, conduct bid openings and recommend awards, chairs evaluation and selection teams. Assists with Florida Department of Environmental Protection (DEP) permitting and compliance issues including site environmental contamination. Secure qualified engineering services, monitoring mitigation endeavors, review reports and corrective plans. Interface with DEP regarding contracts for ongoing wastewater treatment and potable water plant maintenance. Performs other related duties as assigned.

Knowledge of the principles, techniques, materials and equipment used in building construction. Knowledge of organizing design, construction production and operations. Knowledge of principles and practices of architecture and engineering design. Knowledge of budgetary process and principles. Knowledge methods of compiling, organizing and analyzing data. Ability to communicate effectively both verbally and writing. Ability to utilize problem solving techniques. Ability to develop and implement policies and procedures.

Ability to establish and maintain effective working relationships. Ability to travel.

A valid Driver License is required. A High School Diploma is required. Able to travel.
