Survey Supervisor

The purpose of this position is to supervise and oversee the Survey Section within the Engineering Services Division of the Public Works Department.

Essential duties include supervising staff, planning and scheduling workloads, preparing performance evaluations, making recommendations for hiring, transfers, promotions, or disciplinary evaluations, approving travel requests and job training courses, approving time sheets and leave forms, supervising survey field crews, providing training, supervising Survey CAD Technicians, directing and controlling the operation of the Survey Section, researching and compiling deed records, performing complex survey calculations, preparing legal descriptions and sketches, reviewing final plats, preparing expert testimonies, and preparing agenda items for the Board of County Commissioners.

Other important or marginal duties include none.

Knowledge, skills, and abilities include knowledge of Federal, State, and County laws ordinances that affect land boundaries, ability to interpret field evidence to determine property boundaries, knowledge of court cases related to property boundaries, knowledge of the principles and practices of boundary, route, topographic, hydrographic, and construction/control surveys, knowledge of trigonometry, geometry, and coordinate geometry, knowledge of various deed and easement documents used to convey real property, ability to lift/carry up to 50 pounds.

The complexity of work requires independent judgments that affect the accuracy of the finished survey project, knowledge of County, State, and Federal rules and laws that govern property boundaries, ability to adapt to changes in priorities, problem solving skills, and difficult or creative thinking.

Internal and external customer contact includes frequent contacts at all levels of County Government and the public for the purpose of giving and receiving information, and contact with various individuals for presentation of plats, interpretations, litigations, acquisition of property, and mediation.

Equipment and tools used include a personal computer, word processing software, spreadsheet software, database software, specialized software, fax machine, basic/scientific calculator, Theodolites, Total Stations, Robotic Total Stations, and vehicle.

Work environment and physical demands include work performed mainly indoors at a desk, some stress related to dealing with multiple issues and deadlines, exposure to various weather conditions and living things in an outdoor environment during visits to sites.

Minimum qualifications require graduation from an accredited four year college or university with a Bachelor's Degree in Surveying and Mapping or a related field and five years of related experience, two years of which must have been in a supervisory capacity; or an equivalent combination of training and experience. Necessary special requirements include a valid Florida Drivers License with a favorable driving record and a Professional Survey and Mapper Certificate.

Selection guidelines include formal application, rating of education and experience, oral interview, reference check, and drug testing. FLSA status is Exempt.
