Environmental Specialist III – Pending Reclass

This position is second level intermediate work where the employee will perform assignments independently under limited supervision. The work requires applying scientific understanding to analyze problems of a specialized nature. The position will perform compliance assurance duties for the Compliance Assurance Program that may include subject areas such as National Pollution Discharge Elimination System (NPDES) stormwater. Environmental Resources (ERP), Air, Potable Water, Wastewater, Solid Waste, and/or Hazardous Waste.

Facility Compliance:
In general, this position will conduct a wide variety of inspections including facilities known to be mid-to-high complex and investigate and take action to resolve compliance. Plans and conducts inspections, site visits and other required field work. Reviews permitting files, reports and other documents applicable to the inspection. Make calculations and technical evaluations to determine compliance status of regulated facilities.

Provides compliance assistance to regulated facilities before, during and after inspections. Conducts follow-up visits as needed to assist facilities with returning to compliance without enforcement. When necessary, recommend enforcement action. Drafts enforcement documents including documents for mid to high complex cases. Coordinates and leads in enforcement meetings. Conducts specialized district peer reviews of inspection documents and reports and serves as a technical advisor in one or more program areas.

Reviews permit applications and draft permits as necessary to ensure the final permit meets State regulatory requirements. Provides technical assistance as needed internally and externally. Internal assistance includes training of ESIs and ESIIs. Provides technical assistance to permitting engineers and management personnel as requested. External assistance includes conceiving, supporting and participating in compliance assistance workshops for the regulated community. Training:
Participates, develops and leads cross training events/activities. This includes participating in safety events, job shadowing, on the job training and team building initiatives as directed by management. A self-advocate for training, and partners with appropriate district staff to learn about multiple DEP program areas. Report Processing:
Produces timely and accurate documentation of file reviews, inspections, site visits or field work. Enters inspection documentation, compliance data and resolution actions into the designated database. Reviews required reports, test reports and notices for regulated facilities. Ensures the reviews are accurate, completed timely and are entered into the designated database. Provides database and report processing training for staff. Requires OSHA 24-hour HAZWOPER to be completed within 1 year and OSHA 8-hour HAZWOPER refresher annually thereafter.

Performs other duties as needed.

Required Knowledge, Skills, and Abilities:
Knowledge of the terminology, principles, and analytical techniques of the physical or natural sciences. Ability to understand and apply applicable State and Federal rules, regulations, policies, and procedures relating to environmental programs. Skill in collecting, evaluating, analyzing and interpreting scientific or technical data. Ability to conduct field inspections/investigations that may involve working outdoors for extended periods of time in temperatures and weather conditions typical of Florida and navigating areas with rough terrain.

Ability to identify soils, plants and wildlife in aquatic and wetland ecosystems found in Florida. Knowledge of field sampling techniques for soil, groundwater, surface water, and sediment. Ability to serve the public, DEP's stakeholders and each other in a courteous and timely manner. Ability to communicate effectively and professionally, both verbally and in writing. Ability to maintain effective and productive working relationships with others.

Skill in dealing with conflicts, confrontations, and disagreements in a positive manner. Ability to effectively prepare, prioritize, and organize work, meetings, and projects to meet deadlines and quality expectations. Ability to effectively solve problems and make competent decisions. Ability to demonstrate personal integrity, responsibility, and accountability. Ability to train, motivate and inspire others to achieve team goals. Skill and proficiency in computer operations and programs such as MS Word, Excel, PowerPoint, Access, SharePoint and Outlook.

Other Job-Related Requirements for this Position:
Requires initial OSHA 24-hour HAZWOPER to be completed within one year and OSHA 8-hour HAZWOPER refresher annually thereafter. Must obtain DEP's Certified Wetland Evaluator certification within 1 year of hire.

Minimum Qualifications:
