Environmental Consultant -  Pending Reclassification to Professional Engineer III

This is advanced professional engineering position in the Resilient Florida Program, requiring licensure by the State Board of Professional Engineers. The incumbent of this position will be primarily involved with reviewing adaptation strategies and implementation projects in receipt of associated grant funding. Professional engineering judgment is required in that this complex work requires successful interaction with other highly skilled professional engineers in government and in private practice and an evaluation of the adequacy of their work.

Also, professional engineering knowledge is required to ensure that the proposed infrastructure projects are appropriate and that the facilities are constructed in accordance with good engineering practice. Travel to project sites locations may be required. This role requires sound engineering judgement to play a critical part in advancing statewide resiliency efforts through the Resilient Florida Program. Responsible for the reviews of planning documents, including nature-based solutions, sewer, storm and drinking water system vulnerability assessments and site-specific studies, prepared by other professional engineers.

The review of these documents includes ensuring the scope of the document is eligible and appropriate for program participation. Also, coordinates the interdisciplinary reviews by experts (clearinghouse review) representing Department and other governmental agencies. Manages development and review of grant work plans and scope of work changes for technical completeness and eligibility. Reviews directly or oversees technical staff reviews of plans and specifications and their conformity with facilities planning documentation.

This review includes establishing conformity of bidding information with plans and specifications and reviewing the value engineering documentation if applicable. Reviews contractor deliverables and provides solutions to any issues that arise for any work funded through the Resilient Florida program or ORCP. Technical support for field staff team – including training staff on materials, equipment, and engineering techniques associated with each project.

Act as aid to field staff Environmental Manager to identify any process improvements and provide solutions that arise from grantee projects. Support leadership with any data requests, technical reporting, impact briefings, and guidance to aid and improve the Resilient Florida program. Review grant applications and supporting documentation for technical completeness and eligibility and provide clear, concise, and defensible technical comments and recommendations.

The review of these documents includes interpreting applicable statutes, rules, and program guidance to ensure consistent application review, identifying deficiencies, risks, and inconsistencies in submitted applications, and coordinating with internal staff and subject matter experts to support interdisciplinary review processes Perform other duties as required.

Strong technical review and analytical skills Ability to evaluate projects against defined criteria and make clear "meets/exceeds" determinations Deep understanding of building codes and engineering standards Ability to identify gaps, risks, and inconsistencies in engineering proposals Clear and effective written communication skills Ability to work efficiently in a fast-paced, deadline-driven environment Ability to work collaboratively with technical and non-technical reviewers to ensure accurate and consistent eligibility evaluations.

Experience in engineering design, plan review, or technical evaluation Working knowledge of the Florida Building Code Familiarity with Floodplain Management concepts Experience conducting code-based plan review or compliance determinations Background in stormwater, flood mitigation, coastal, or water infrastructure projects Familiarity with FEMA guidance, elevation standards, or hazard mitigation planning Experience working with state or local government programs

At least four years of verifiable related experience in engineering. Post-secondary degrees from an accredited college or university with a major in Engineering may be used as an alternative for the required years of experience on a year-for-year basis. Active licensure as a Professional Engineer (P.E.) in the State of Florida A valid driver license. Pay: $65,000.00 - $75,000.00
