The Florida Department of Children and Families (DCF) is the state of Florida's social services agency. The agency oversees services for child safety, fostering, adoption, domestic violence, adult protective services, refugees, homelessness, mental health, substance abuse, childcare providers, human trafficking and public assistance. The agency's mission is to work in partnership with local communities to protect the vulnerable, promote strong and economically self-sufficient families, and advance personal and family recovery and resiliency.
The Office of Revenue Management is under the Assistant Secretary for Administration located at DCF Headquarters in Tallahassee, Florida. The Office of Revenue Management is responsible for the funding analysis of DCF's Approved Operating and Budget plan, maintaining official revenue cash sheets and schedules, verification of budget amendment funding impacts, funding/assessment of policy impacting funding issues related to the Department's Legislative Budget Requests.
This includes the application of Federal and State cost allocation principles coupled with coordination and communication of Federal Grant and Federal contract requirements with the various program offices. The Trust Fund Unit manages all Trust Fund Schedule I documentation as required for the annual Legislative Budget Request, accrual entries, monthly trust fund analysis and monitoring, nonoperating budgetary needs and analyzing Budget Amendments.

As a Government Operations Consultant III within the Office of Revenue Management's Trust Fund Unit, you will perform professional financial, budget, and operational analysis that supports the Department's mission and statewide operations. This position plays an important role in managing and analyzing the funding that supports critical services for Florida's children, families, and vulnerable populations. Working both independently and collaboratively, you will be responsible for a variety of technical and analytical assignments involving departmental finance, budget and cash management.
The position provides the opportunity to contribute to high-impact projects while developing expertise in public-sector finance, trust fund management, financial reporting, and budget planning. The successful candidate will apply analytical and problem-solving skills to evaluate financial data, support budget and funding decisions, monitor revenues, and help maintain effective financial management processes that ensure responsible stewardship of public resources.
Specifically, the incumbent's responsibilities will include, but are not limited to:
- Prepare and analyze trust fund schedules, reports, and supporting documentation.
- Develop and maintain Schedule I documentation and related financial analyses.
- Assist with funding the Department's approved operating budget and budget amendments.
- Monitor and analyze revenue trends and prepare revenue health reports.
- Develop estimated revenue projections and funding recommendations.
- Assist with year-end financial closeout activities and accrual preparation.
- Research and interpret state and federal laws, policies, regulations, and budget requirements.
- Analyze budget amendments and assess funding impacts.
- Support financial reporting activities.
- Collaborate to provide financial insight and recommendations.
Education and/or Years of
Experience:
A bachelor's degree from an accredited college or university in accounting, finance, business administration, economics, public administration, or a related field; OR Two years of professional experience in budgeting, accounting, finance, financial analysis, business administration, grants management, auditing, or a related field; OR An equivalent combination of post-secondary education and relevant professional experience.
Required Knowledge, Skills, and Abilities:
