POSITION SUMMARY:
This position is in the Bureau of Offender Registry Services (ORS), reporting to the Offender Registration and Data Management section. This position assists local law enforcement with collecting and updating sexual offender/predator registration information within the Sexual Offender/Predator System. This position is responsible for requesting and processing court case information and out of state registration documents used to verify a subject's requirement to register and subsequently placed on the Sexual Offender/Predator website.
This position also answers the Sexual Offender/Predator hotline and assists with processing public records requests for the Offender Registry Services Bureau.
DUTIES & RESPONSIBILITIES:
Specific duties include:
* Evaluating and applying state and federal rules, laws, and procedures to ensure compliance with agency requirements, and maintains liaison with internal registry systems to assure that action on registrant records, such as updates for criminal justice and public dissemination, are completed as necessary;
* Reviewing large amounts of registration information to determine the significance, completeness, reliability, and usefulness of the information;
* Conducting research on requests received by the unit to determine recommendations for possible procedure, policy, and statute changes based on case precedence, and presents these recommendations to the appropriate chain of command;
* Maintaining liaison with local, state, and federal criminal justice agencies, other criminal justice agencies outside the State of Florida, non-criminal justice agencies, and the public by analyzing, interpreting, and resolving complex requests, concerns, or issues regarding sexual offender/predator information and statutes;
* Coordinating and attending intelligence sharing opportunities with external agencies;
* Assembling and arranging documents for trial purposes and providing court testimony as a Custodian of Records regarding registration matters in failure to register as a sexual offender/predator cases;
* Updating and maintaining ORS case information in the appropriate databases as needed for others to prepare reports and assessments regarding ORS cases;
* Requesting and receiving information to request updates to the criminal history repository;
* Assisting in researching and developing responses for the Florida Department of Law Enforcement (FDLE) Public Information Office regarding media requests; and
* Establishing and maintaining liaison with, and/or coordinates inter-agency contacts among FDLE entities and/or other law enforcement agencies in matters pertaining to the acquisition and research of ORS-related public and law enforcement records.
KNOWLEDGE, SKILLS & ABILITIES:
* Knowledge of the basic principles and practices of law enforcement and the criminal justice system;
* Knowledge of law enforcement telecommunications systems;
* Knowledge of report writing techniques;
* Knowledge of research and intelligence analysis techniques;
* Ability to establish and maintain effective working relationships with others;
* Ability to report and communicate information clearly, concisely and accurately, both verbally and in writing;
* Ability to determine work priorities and insure proper completion of assignments;
* Ability to operate personal computers and networked communications systems; and
* Ability to analyze, interpret and summarize criminal intelligence data.
