Position: GOVERNMENT OPERATIONS CONSULTANT I - 48000125

Government Operations Consultant I -

This position performs duties under the limited supervision of the Accountant Supervisor in the Bureau of Comptroller, Division of Finance & Operations, Department of Education. Position is responsible for processing grant payments and assembling voucher schedules.

Duties & Responsibilities:

  • Provide necessary assistance to the Auditor General and other State auditors in their review of Departmental accounting records.
  • Interpret various financial reports, records and information systems to advise management, central staff and outside agencies as necessary.
  • Communication with program supervisors and administrative staff to resolve problems and issues.
  • Review projects, plans and awards from Local Educational Agencies, Community Colleges, Universities and prime sponsors for accuracy of fiscal information and compliance with State laws and regulations.
  • Review grants expenditure reports submitted by agencies for accuracy and compliance with approved budget and reporting requirements.
  • Process encumbrance and disbursement entries into FLAIR on a daily basis.
  • Investigate, assess, analyze and make recommendations to resolve problems and issues.
  • Travel as often as necessary to monitor and provide technical assistance to various agencies participating in a variety of State and Federal programs.
  • Provide training assistance to new employees and team members on auditing and processes.
  • Assist with updating operation policies and procedures to streamline the grant payment process.

Minimum Qualifications:

  • Experience working in Florida Accounting Information Resource System (FLAIR)
  • Experience with grant accounting
  • Experience using Excel

Knowledge, Skills and Abilities:

  • Knowledge of basic management principles and practices and methods of data collection and analysis.
  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to the improvement of operational and management practices.
  • Ability to organize data into logical format for presentation in reports, documents and other written materials.
  • Ability to conduct fact-finding research and communicate effectively.
  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to work independently.

Leave Information:

  • (CS) Annual Leave - All full-time Career Service employees filling established positions earn annual leave in varying increments dependent upon years of creditable service.
  • Employees with up to 5 years of creditable service earn 8.667 hours per month, with 5 to 10 years earn 10.833 hours per month and those with over 10 years of service earn 13 hours per month.
  • Employees in Senior Management Service and Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.
  • Sick Leave -. Career Service employees earn 8.667 hours of sick leave credits per month.

Background Screening Requirement:

It is the policy of the Florida Department of Education that applicants for employment/volunteer undergo Level 2 background screening in accordance with the requirements of Chapter 435, Florida Statutes, as a condition of employment or being permitted to serve as a volunteer. You will be required to provide your Social Security Number to conduct required verifications.

Selective Service System (SSS) and Requirement:

Male applicants born on or after October 1, 1962, will not be eligible for hire or promotion in the Other Personal Services (OPS) or Career Service, or appointment in the Selected Exempt Service (SES) or Senior Management Service (SMS) unless they are registered with the Selective Service System (SSS) before their 26th birthday, or have a Letter of Registration Exemption from the SSS.

Please note that this position requires an on-site schedule of 8:00 a.m. to 5:00 p.m., Monday through Friday. Telework is not available for this role.
