Government Operations Consultant II

This is a professional position performing highly responsible technical, consultative, and administrative work. The incumbent in this position is expected to function with a great deal of independence and a high quality of organizational skills. The position holds several major areas of responsibility.

The Government Operations Consultant II is a member of the Bureau of One Stop and Program Support, Grants and Special Initiatives team of the Division of Workforce Services. This is a professional position performing highly responsible technical, consultative, and administrative work, administering and supporting special Federal and State-funded workforce projects.

The main responsibilities include:

  • Providing direction, guidance and technical assistance to Florida Local Workforce Development Boards and other partners regarding the successful implementation of special projects funded by the Department.
  • Assisting with the development of appropriate training materials and conducting and/or leading the training as needed.
  • Conducting research of federal and state laws, statutes, regulations, and other governing authorities to develop, review and update programmatic policies, procedures and guidelines related to assigned projects.
  • Evaluating the impact of statutes, regulations, and governing authorities on operations, identifying potential challenges, and recommending appropriate action.
  • Assisting with coordinating required activities for assigned projects to include researching and analyzing data to complete quarterly and other reporting requirements.
  • Providing assistance to management and staff in the development, management and operation of assigned workforce programs.
  • Consulting with management and others on the development and implementation of training and technical assistance to improve related workforce program outcomes.
  • Writing, developing, and managing grant awards, contracts, memoranda of understanding and interagency agreements for assigned projects.
  • Serving on work groups related to assigned projects.
  • Assisting with special projects and initiatives within the unit, as assigned.
  • Assisting in initiatives and activities related to special populations.

Required knowledge, skills, and abilities include:

  • Ability to work independently.
  • Knowledge of the methods data collection and analysis.
  • Knowledge of basic management principles and practices.
  • Ability to utilize problem solving techniques.
  • Ability to organize data into logical format for presentation in reports, documents, and other written materials.
  • Ability to interpret complex state and federal laws, regulations, guidelines and requirements.
  • Ability to communicate effectively verbally and in writing.
  • Ability to build strong interpersonal relationships.
  • Ability to make oral presentations to workforce partners.
  • Proficiency with Microsoft products:
    Word, Excel, Outlook, and PowerPoint.

The position requires a Level 2 security background screening, which consists of fingerprinting and a check of local, state, and national law enforcement records. Minimum qualifications include duties and responsibilities performed at the assigned work location with limited travel required and must provide own transportation. Preferred qualifications include a bachelor's degree (or higher) or two years of equivalent relevant work experience.

The pay range for this position is $47,060.11 - $52,466.20 annually.
