Business Analyst

Mandatory

Qualifications:

A bachelor's degree in one (1) of the computer sciences fields or in management information systems; or Five (5) years of work experience in IT, systems analysis, management analysis, program planning, program research, or program evaluation.
Ability to communicate effectively (verbally and in writing) with technical and Department staff.
Experience working with business partners to align technology solutions with business strategies.
Ability to translate high level business requirements into functional specifications for the IT organization and manage changes to such specifications.
Ability to document business and technical requirements.
Experience coordinating testing activities and developing software testing documentation.
Ability to perform research and troubleshoot system issues.
Experience serving as a subject matter expert and liaison between business users and the IT organization.

Preferred Qualifications:

Experience working with the Customer's system and its subsystems.
Experience working with a legacy mainframe application.
Experience working with Adabas and DB2.

Contractor Responsibilities:

Serve as a liaison between the Department’s business partners and the OIT to provide technical solutions to meet the needs of the Department.

Provide expertise and an understanding of the FLAIR accounting system and its capabilities.

Analyze the Department’s operations to understand their strengths and weaknesses in order to determine opportunities to automate processes and functions of the Department.

Assist with maintenance of the FLAIR accounting system through research and performance of system support activities.

Translate high level business requirements into functional specifications for the OIT and manage the changes to such specifications.

Provide user support to Department staff and perform problem solving activities.

Document business and technical requirements with accuracy and clarity.

Serve as a subject matter expert for the FLAIR accounting system.

Develop test scripts to support unit testing and user acceptance testing.

Develop and maintain a test schedule, to include a testing log.

Oversee testing activities to ensure the FLAIR accounting system meets requirements identified throughout testing activities.

Produce test results reports.

Educate the OIT on the direction of the Department’s business processes and functions related to the FLAIR accounting system.

Facilitate communication between business unit(s) within the OIT, from initial requirements to final implementation.

Oversee and account for the successful completion of all aspects of assigned work and work well with a team.

Provide effective written and oral communication to technical and non-technical team members and customers.
