Business Analyst

The advanced business analyst is a member of a full lifecycle agile development team. They will be expected to work across multiple business units to perform business and systems analysis activities and tasks. They will provide oversight for development team activities. They will work directly with subject matter experts (SME) and other stakeholders to ensure requirements are thoroughly documented, tested, and achieved.

They will be involved, and work in concert with other team members, to analyze, design, implement, and test solutions.

Job Responsibilities:

• Responsible for working with the customer on high level requirements gathering, obtaining project cost estimates, business cases, use cases, test cases, and other documentation as needed.
• Responsible for working with the Section Manager and/or Project Managers in the coordination, status reporting, and stability of project work efforts. This includes helping to establish and implement project management processes and methodologies to ensure projects are delivered on time, within budget, adhere to high quality standards and meet customer expectations and needs.
• Responsible for assisting with the development and maintenance of project plans, schedules, and other project documentation. Will assist with tracking key project milestones and adjusting project plans and/or resources to meet the needs of the project or customer.
• Will be part of the team responsible for the remediation of applications to function with new technologies and enhanced applications.
• Must possess at least intermediate knowledge and proficiency in the use of project management methodologies and tools, resource management practices, and change management techniques.

Job Duties:

• Research and understand FDOT business processes and their inter-relationships.
• Facilitate joint analysis workshops with the business units.
• Gather and document business and technical requirements.
• Coordinate and lead the activities of the development team in partnership with the Project Manager and Architects.
• Development of requirements documentation such as Use Cases, Requirements Traceability Matrices, Test Plans, etc.
• Coordinate and oversee the User Acceptance Testing and Regression Testing.
• Track bugs and backlog items using Microsoft Dev Ops.
• Provide at least weekly updates to the Project Management Team.
• Perform oversight reviews of deliverables for compliance with department standards.

Required Experience:

• Bachelor’s Degree in Computer Science, Information Systems, Business Administration, or another related field. Or equivalent work experience.
• A minimum of 3 to 5 years of solid business/systems analysis experience and software development projects is required.
• Proficiency in Microsoft Office Suite, particularly Excel, Word, PowerPoint, required.

Preferred Experience:

• Experience with Microsoft Dev Ops is highly desired.
• Knowledge of Rules 60GG-1 – 60GG-5, Florida Administrative Code, is highly desired.
• Certified Scrum Master (SCM) is highly desired.
• Experience with directing and managing project resources is highly desired.
• Knowledge of change and release management is highly desired.
• Experience with Microsoft Power BI is highly desired.
