Job Overview:Works with the business community and the IT organization to document and translate high level business requirements into functional and technical requirements on the Offender Based Information System (OBIS) Modernization project. Possesses expertise in the business unit(s) they support, as well as an understanding of the IT organization’s systems and capabilities. Analyzes business partner’s operations to understand their strengths and weaknesses to determine opportunities to update business process workflows and automate processes and functions.
Educates the IT organization on the direction of the business. Negotiates agreements and commitments by facilitating communication between business unit(s) and IT from initial requirements to final implementation.
- Leading and/or assisting Department staff in business requirements gathering sessions for Joint Application Development (JADs).
- Working closely with customers, stakeholders, and IT software developers to document business requirements.
- Developing as-is, to-be, and other required business analysis documentation.
- Developing and leading implementation of business process improvement recommendations.
- Serving as a liaison with Department users.
- Following a standard set of practices that ensure the integrity and quality of project artifacts.
- Managing the expectations of diverse stakeholders and provide regular briefings to Project Leadership.
- Working independently as part of a larger cross-functional team.
- Three (3) or more years of experience working as a business analyst and using both Agile and Waterfall methods.
- Experience with business and technical requirements analysis, business process modeling/mapping, and methodology development.
- Experience coordinating business users, technical staff, and architects to help analyze and define future needs and operations based upon use case and analysis of alternatives.
- In-depth knowledge of business process design and re-engineering.
- Knowledge of data management, data governance, and data migration process.
- Experience communicating and working within cross-departmental teams.
- Excellent computer skills, with strong concentration on Microsoft Word, Visio, PowerPoint, and Excel.
- Experience preparing status reports and providing management briefings.
- Excellent leadership and negotiation skills.
- Excellent verbal and written communication skills.
- Excellent collaborative skills.
- Experience working with Law Enforcement Agencies and the associated security requirements.
- Experience with large-scale mainframe migration or modernization projects.
- Project Management Professional (PMP) or Certified Scrum Master (CSM).
- Certified Business Analyst Professional (CBAP) or Professional Business Analyst (PBI) Certificate(s).
- A take charge, "can-do" attitude.
- Experience with State government projects.
- Experience using the Offender Based Information System (OBIS).
- Experience using or managing Florida Department of Correction’s or CJIS data.
- Knowledge of IT standards in a criminal justice environment.
- Experience providing business analysis in a criminal justice environment.
