OPS Recovery Syst & Planning Team Lead -

This position serves as the Recovery Systems & Planning Team Lead, in support of the Bureau of Recovery. The incumbent is responsible for coordinating and executing projects that enhance automation, streamline operational workflows, and strengthen data visualization capabilities within the bureau. This role ensures the successful delivery of high-quality system improvements and analytical products that enable informed decision-making, improved program oversight, and increased operational efficiency.

Duties include, but are not limited to:

  • Map and periodically update the bureau's business processes.
  • Develop and complete special projects.
  • Perform in-depth studies/conduct subject matter analysis.
  • Lead the design, development, and maintenance of automated coding solutions to streamline bureau workflows and improve data accuracy.
  • Oversee creation, modernization, and governance of Power BI dashboards that support recovery operations, grant oversight, and executive decision-making.
  • Coordinate with bureau stakeholders to identify reporting, automation, and visualization needs, translating them into system enhancements and data-driven solutions.
  • Ensure all analytical products, dashboards, and coding tools adhere to standards for accuracy, security, accessibility, and documentation.
  • Manage timelines, deliverables, and technical documentation for bureau-wide reporting and automation initiatives.
  • Provide training, guidance, and technical support to team members and end users on new dashboards, data systems, and automation tools.
  • Evaluate emerging technologies and methods to support continuous improvement in coding, automation, and data visualization capabilities.
  • Assist in managing recovery grant platforms.
  • Staff the SEOC, Disaster Recovery Centers, Recovery Coordination Center, and/or other state or regional facilities activated in response to an emergency.
  • Staffing responsibilities may include deployment around the state pre- and/or post-disaster.
  • Attend conferences, meetings, workshops, and other engagements related to Individual Assistance, Public Assistance, and Disaster Recovery.
  • Perform other duties as assigned, to include disaster duties and travel in response to presidentially declared and non-declared disasters.

In response to emergency events, FDEM employees may be required to work irregular hours, to work more than 8 hours per day, to work extended periods (including nights, weekends, and holidays), to work at locations other than their official headquarters, and to perform duties in addition to those outlined in the employee's position description. Employees must be able to deploy to emergency sites with limited advance notice.

Knowledge, Skills, and Abilities:

  • Strong written and verbal communication skills.
  • Strong time management and organizational skills.
  • Knowledge of data management, automation practices, dashboard development, and analytics used throughout the bureau.
  • Knowledge of project planning, documentation, system requirements gathering, and cross-unit coordination.
  • Skill in Power BI development, including data modeling, DAX measures, visualization design, and dashboard maintenance.
  • Skill in coding and automation, including writing and maintaining Python scripts for data processing, quality checks, and workflow automation.
  • Skill in evaluating workflow efficiency, designing system improvements, and implementing automated solutions.
  • Skill in communicating technical concepts clearly to users, leadership, and partners across the bureau.
  • Skill in technical writing for queries, reports, procedures, presentations, and system documentation.
  • Ability to support team activities by offering guidance, sharing expertise, and helping staff troubleshoot issues.
  • Ability to collaborate effectively with bureau staff, leadership, and external stakeholders on projects and system enhancements.
  • Ability to analyze complex datasets, identify trends, and convert information into operational insights and decision support.
  • Ability to independently manage technical tasks, project components, coding solutions, and dashboard updates.
  • Ability to prioritize tasks, manage deadlines, and adjust to changing operational needs.
  • Ability to conduct training, demonstrations, and user support sessions for systems, dashboards, and data tools.
  • Ability to maintain professionalism, composure, and sound judgment during high-tempo recovery operations and emergency events.
  • Ability to conduct independent research.
  • Ability to ensure documentation, reporting, and process tracking remain accurate, organized, and accessible.
  • Ability to oversee system checks and validation tasks such as user access audits and automated report scheduling.
  • Ability to adapt quickly to new technologies, bureau needs, and evolving system requirements.
  • Ability to work independently.
  • Ability to travel overnight and to work non-traditional hours during emergency events and assume disaster-related duties, as necessary.
