Qualifications and experience:
Three years of experience in meeting facilitation and documentation.
Three years of experience in developing detailed project documentation and presentations.
Three years of experience in User Acceptance Testing methodologies and documentation.
Three years of experience writing test cases / scripts.
Three years of experience in the collection and analysis of data and software process evaluation and improvements.
Three years of experience with determining and documenting user requirements.
Knowledge of project management concepts and demonstrated leadership role within a project team.
Candidates who have experience with the following software programs is preferred, but not required:
- Microsoft Visio
- Smartsheet
- Share Point
- Microsoft Office Products (Excel, Word, PowerPoint, etc.)
- Qlik
- Microsoft Power Automate
Contractor responsibilities:
Service tasks:
Create and maintain project artifacts (including, but not limited to, project plans, risk assessments, and governance documents) that adhere to defined project timelines and deliverables when deemed appropriate.
Manage and update project schedule weekly using approved software.
Establish and manage vendor relationships, review vendor deliverables, manage all risks, resources, tasks, and change requests, and ensure the proper escalation of issues.
Evaluate project proposals and assess project feasibility.
Develop and maintain legislatively required documentation (including, but not limited to, Operational Work Plan, Schedule IV-B, and legislative inquiries). Ensure technology projects adhere to Rule 60GG-1, Department of Management Services Project Management and Oversight.
Update project budget, spend plan, cost estimates, project forecasts, budget proposals, and all other documents.
Propose, create, update, implement, and maintain procedures.
Propose project data collection elements and performance metrics and tracks progress.
Conduct and/or participate in status meetings, project meetings, stakeholder meetings, constituent meetings, presentations, or any other meetings.
Provide team direction and assistance on their assigned tasks daily.
Design:
Develop requirements, processes, and determine data needed to create tasks and use cases gathered during Joint Application Requirements (JAR) and/or Joint Application Development (JAD) sessions.
Perform research to determine recommended plan for identifying innovative solutions, correcting issues, or implementing proposed modifications using best practices.
Develop detailed implementation plans based on business requirements.
Develop visual models that represent business processes.
Development:
Oversee and assist the team with writing code, stored procedures, SQL queries, or any other work necessary to perform system functions, following the Software Application Coding Standards document, as defined in user requirements.
Oversee and assist the team with writing user help documentation, following the Software Application Coding Standards document.
Integration and testing:
Review test plans for acceptance testing to meet user-defined requirements, following the Software Application Testing Procedures document.
Oversee and assist the team with testing of system changes by executing test scenarios and record the test results, following the Software Application Testing Procedures document.
Coordinate user acceptance testing (UAT) with the business program staff and record the test results, following the BEMO Software Application Testing Procedures document.
Installation and deployment:
Oversee the promotion of code modifications and coordinate the logistics of the change management process, following the Software Promotion Procedures document.
Maintenance:
Provide technical support for users experiencing technical difficulties by troubleshooting issues, performing research, making recommendations, and implementing the necessary fixes.
Perform regular maintenance tasks and complete duties.
Reporting:
Provide analytical research and complete tasks.
Prepare, review, submit, and present reports concerning activities, expenses, budget, government statutes and rulings, and other items affecting business or program services.
Correspond (verbally and in written formats) with project teams and internal stakeholders regarding project activities, deliverables, and status weekly.
Produce detailed accounting of hours worked by tasks monthly.
