The Florida Department of Children and Families (DCF) is the state of Florida's social services agency. The agency oversees services for child safety, fostering, adoption, domestic violence, adult protective services, refugees, homelessness, mental health, substance abuse, child care providers, human trafficking and public assistance. The agency's mission is to work in partnership with local communities to protect the vulnerable, promote strong and economically self-sufficient families, and advance personal and family recovery and resiliency.
Within DCF, The Office of Licensing is the regulatory authority responsible for the oversight of the licensure and regulation of all substance use disorder treatment providers in the state. The statewide system of care is dedicated to the prevention, treatment, and recovery of individuals with serious mental illness or substance use disorders. The Office of Licensing regulates licensed Substance Use Disorder Treatment Facilities, including Methadone Medication-Assisted Treatment (MAT) providers, as well as provides oversight for Designated Receiving Facilities.
This is a highly responsible and professional position that will serve as the Designation Specialist on the Substance Use Disorder Licensing team. This position will be responsible for working with the regional licensure staff to ensure regulatory compliance of receiving facilities designated by the Department. This position will collaborate with each section within the program office and be required to use independent judgement, take initiative in carrying out duties and responsibilities and should be extraordinarily detail oriented.
Travel will be required for annual trainings held by the Office. Additionally, some travel to participate in monitoring of programs, or training of licensure staff and or designated providers may be required.
Skills and Abilities
- Knowledge of behavioral health disorders (substance use, mental health, and co-occurring disorders).
- Knowledge of current substance use and mental health systems of care.
- Knowledge of methods for compiling, organizing and analyzing data.
- Knowledge of Chapter 397, F.S., and 65D-30, F.A.C.
- Ability to develop methods for monitoring and evaluating regulatory compliance.
- Ability to analyze and use information to make informed decisions.
- Ability to use computers, Microsoft Office applications, and other position required equipment (including the Department's web-based licensure system).
- Ability to communicate effectively in a business environment verbally and in writing.
- Ability to utilize problem solving techniques.
- Ability to work independently and as part of a team depending on the situation.
- Ability to effectively organize and prioritize work assignments.
- Ability to conduct fact-finding research.
- Ability to organize data and information into logical format for presentation, reports, documents and other written materials.
Must have a Bachelor's degree from an accredited college or university (with a degree in human services, social work, or social sciences) or two to three years' experience in the substance use treatment field (to substitute for a degree type) or one to three years' experience in a regulatory or contract auditing position (to substitute for a degree type). A Master's degree in human services field is preferred, and can substitute for one year of the required experience.
Applicants must not have any disciplinary actions within the past twelve months.
