Responsibilities- Analyze, develop, program, implement, and maintain software solutions and related systems designed to increase productivity, workflow, capabilities, efficiency and effectiveness of an assigned business unit’s programs, services and administration. This includes meeting with users/customers, analyzing and defining system needs; developing software programs and applications; and implementing, documenting and maintaining applications and associated systems.
- Serve as the primary divisional or departmental system configuration team leader during the implementation and maintenance of assigned technical systems.
- Perform back‑end software support for Resource X and Gov Max, and ensure compliance with new regulations regarding budgeting and strategic plan updates. Additionally, perform graphic design tasks and analytics.
- Oversee testing of all system functions and system revisions; schedule and track the results of all system testing; conduct initial analysis of the nature and ownership of system and process errors; maintain an error database and follow each item through to resolution; analyze testing results and make system improvement recommendations to management; provide statistical analysis of system issues for management and vendor considerations.
- Provide support for technical systems and software solutions for departmental/divisional information system programs and applications, which may include Internet‑based applications, business applications developed in‑house, and/or applications purchased from vendors; perform work involving all facets of new and existing applications, which includes development through programming, installation, maintenance, troubleshooting and upgrades/modifications.
- Define requirements, develop specifications and document processes for new software applications and modifications to existing software; meet with users/customers to define user needs; analyze business functions and work processes; determine technical needs; identify system compatibility and capacity issues; identify hardware and other equipment needed to support programs.
- Provide training and assistance to users; respond to user demands, questions and requests for assistance.
- Troubleshoot assigned programs/applications; resolve software application, operating system and network issues that prevent clients from accessing and utilizing information technology; initiate and participate in system upgrades.
- Perform project management duties for assigned software/applications projects; identify project scope, milestones and sequence of project steps/actions; create and maintain project deadlines; document and communicate project status; prepare reports on project schedules and status and submit to management.
- Design, develop, test and maintain databases for assigned applications; design database structure and define database environment; ensure data integrity; manage data transfers, migrations, conversions and/or connections.
- Change the configuration of information systems in accordance with direction/modeling driven by business processes; fully test changed performance of system and the impact on the remainder of the systems; document configuration changes in accordance with BCC IT standards for documenting process flows; communicate and coordinate changes with impacted business units as needed.
- In the case that supervisory functions are assigned: supervise, direct, and evaluate assigned staff; process employee concerns and problems; direct work; counsel, discipline, and complete employee performance appraisals.
- Bachelor’s degree required.
- Two (2) years of related experience; experience should be directly related to assigned business unit’s technical systems and programs.
