This is highly responsible supervisory work involving the development and coordination of contract specifications and overseeing the administration, monitoring, and performance of contracts and contractors.
Nature Of WorkAn employee in this class is responsible for performing tasks of considerable difficulty overseeing contract specification development and monitoring activities for the department and may include Job Order Contracting. This position works closely with the Purchasing, Legal, Finance, Equal Business Opportunity, and Grants departments as well as vendors, and contractors to ensure that contracts are clearly defined, properly executed, and managed in accordance with organizational policies, applicable regulations, and established performance standards.
Work is reviewed through conferences; reports submitted and results achieved.
Develops, prepares, and reviews technical and operational specifications for goods and services to be procured through the Purchasing Department. Works with user departments and subject-matter experts to identify requirements, scope of work, deliverables, performance standards, and contract terms.
Assists with the development of solicitations, specifications, scopes of work, evaluation criteria, and contract documentation. Monitors active contracts to ensure compliance with specifications, terms, conditions, schedules, deliverables, and performance requirements. Monitors contractor performance and documents compliance, deficiencies, corrective actions, and performance issues. Coordinates with contract managers, department representatives, Purchasing, Finance, Legal, and vendors to resolve contract-related issues. Reviews vendor invoices, reports, deliverables, and supporting documentation for consistency with contract requirements.
Maintains accurate contract files, performance records, correspondences, amendments, renewals, and other documentation. Tracks contract milestones, expiration dates, renewals, insurance, licenses, certifications, bonds, and other compliance requirements, as applicable. Conducts or coordinates contractor performance reviews and recommends corrective action when contract requirements are not met. Assists with contract amendments, extensions, renewals, change orders, and closeout activities.
Provides guidance to departments regarding contract administration, specifications, contractor obligations, and performance requirements. Identifies opportunities to improve contract specifications, monitoring procedures, vendor performance, and purchasing processes.
Prepares reports and management summaries regarding contract status, contractor performance, compliance, and outstanding issues. Ensures procurement and contract administration activities comply with applicable laws, regulations, policies, and organizational procedures. Supervises and trains contract monitors. Establishes contract-monitoring procedures and schedules. Assigns monitoring responsibilities and tracks completion. Performs related work as required.
Extensive knowledge of
: methods, procedures, and documents required in the administration of municipal contracts, compliance, contract terms, documentation, contractual programs and performance monitoring.
Considerable knowledge of
: effective supervisory techniques; management of construction and/or services contracts; contract management or procurement software; procurement principles, contract administration, and competitive purchasing practices.
Ability to
: plan, organize, problem-solve, analyze and tabulate bids, and make recommendations for contract awards; establish and maintain effective working relationships with employees, vendors, and the general public.
