We are seeking a motivated Construction Manager to join our team in support of an EHRM modernization project for the Department of Veterans Affairs at the Tampa VA Medical Center in Tampa, FL. This role reports to the Program Director and collaborates with VA client staff to support construction activities, generate reports, and serve as a client‑side representative.

Responsibilities
  • Monitoring Project Financial Data and Budgetary Cost Accounting – Review budgetary cost accounting, administer construction contract change orders, maintain spreadsheets indicating project funds allowances, obligations, payments, balances, planned expenditures, and assist in documenting the administration of construction contract change orders (preparing cost estimates, reviewing proposals, preparing change order packages).
  • Construction Phase Scheduling – Prepare and maintain daily diaries for project activities, record events affecting construction, keep a current project schedule, coordinate with the general contractor, and compare project progress against the contractor and general contractor schedules.
  • Progress Meetings – Conduct or attend weekly or bi‑weekly project meetings to review and monitor projects and project schedules, and review construction contractor payment requirements.
  • Assisting in Issue Resolution – Keep thorough records of occurrences, contracts, and other construction‑related matters to assist the client in conflict resolution. Perform scheduling, conduct and document regular progress meetings with all interested parties to review project status, discuss problems, and resolve issues accordingly.
  • Testing and Inspection Services – Monitor the services of an independent testing agency/laboratory to perform project‑specific quality control testing and inspection services.
  • Performing Additional Construction‑Related Services – Maintain marked‑up sets of project plans and specifications for future as‑built drawings; perform routine inspections of construction as work proceeds, identify work that does not conform to contract requirements, notify the VA and general contractor when correction is required, compile thorough site inspections, lists of defects and omissions, and provide these lists to the contractor for correction;

    monitor project financial data and budgetary cost accounting; assist in relocation efforts; administer construction contract change orders (preparing cost estimates, reviewing proposals); review submittals, request for information, and responses; maintain daily logs of activity; coordinate owner‑supplied equipment; handle operational and maintenance data; prepare closeout submittals.
Required Qualifications
  • Possess a degree from an accredited institution of higher learning or demonstrate work experience/knowledge to compensate for the absence of higher education. A minimum of three (3) years of construction work experience may be substituted and will be reviewed for acceptability. A detailed dossier shall be presented.
  • Have working knowledge of construction practices and apply this knowledge to assist in implementing the various plans set forth on the project, including quality assurance, safety, time, cost, change, and information management. Be familiar with the site operations of a general contractor and subcontractors and the process of managing a building construction operation.
  • Have experience in monitoring construction for quality assurance. Prepare, analyze, and identify incongruities and deficiencies in the contractor’s work relative to the construction documents. Understand the baseline schedule and assist in determining the value of the acceptable work in place.
  • Present work experience and completed projects that demonstrate competency to undertake a rigorous program in construction for all identified task‑order scope of work required by solicitation.
  • Show three projects of the scale and difficulty at which you held a similar position.
  • Possess strong communication, language, and software skills with the ability to utilize a variety of software programs to monitor, update, and produce work products, compile data and records, and apply both knowledge of the construction industry and computer literacy.

The pay range for this role is: 90,000 – 110,000 USD per year (Tampa, FL).
