Specific Responsibilities

Performs review of phase submittals to verify plans include all necessary pay items and pay item quantities reflective of work shown in plans to develop a complete cost estimate. Reviews Long Range Estimates (LRE) and Design Quantities & Estimates (DQE) to verify project information is correct and includes necessary pay items/quantities. Prices pay items in DQE to reflect current market conditions and provides updated cost estimate to the Engineer of Record.

Provides comments in Electronic Review Comments (ERC) as needed.

Establishes or updates construction cost estimates on all projects including complex and/or specialized projects in the Department’s Work Program using the LRE or DQE System. Coordinates with Work Program and other departments during development of the construction cost estimate. Provides updated construction cost estimates on all projects in the 5‑year Work Program for annual review. Addresses projects not meeting work program criteria.

Prepares authorizations and official cost estimates on all projects using DQE to establish pay item unit prices. Adjusts unit prices based on construction plans, specifications, historical bid prices and geographic pricing fluctuations. Posts the authorization estimate to Central Office’s server and transfers control to CO for class 1 construction contracts.

Administers the LRE System, DQE System, Designer Interface Program, and AASHTO Preconstruction web‑based system in the District. Coordinates with CO Estimates on application issues, recommends enhancements, provides access for Department and consultant personnel that meet security criteria.

Prepares post‑bid evaluations on all projects, including complex and/or specialized projects, in accordance with Department procedures. Assists in determining root causes of differences between contractor’s bid and Department’s estimate.

Coordinates and provides current and new pay item numbers for Department designers, consultant designers, and utility owners. Provides training in the use of the Basis of Estimates Manual as needed.

Provides construction cost estimating support for various offices in the District and other activities such as Value Engineering Studies and Risk Analysis Workshops. Performs cost comparisons for alternate construction methods, prepares reports, and correspondence, and provides current State and District construction cost information to offices and consultants.
