Job Purpose / Summary

Provide direct support to the planning and evaluation of humanitarian assistance in support of steady-state and contingency operations, and manage the SOCCENT OHDACA portfolio.

Duties and Responsibilities

• Support planning and evaluation of humanitarian assistance for steady-state and contingency operations.
• Oversee the SOCCENT Overseas Humanitarian, Disaster, and Civic Aid (OHDACA) portfolio; coordinate with the CENTCOM FHA cell to meet DSCA-mandated timelines.
• Coordinate with the POLAD to capture NGO, IGO, and nation-state HA activities for the SOCCENT common operating picture.
• Prepare routine reports and budget analysis on the use of OHDACA funds; coordinate with contracting officers for timely HA deliveries.
• Coordinate OHASIS training and support for deploying/deployed civil affairs teams and civil-military support elements.
• Apply knowledge of interagency structure and DOS reorganization efforts; participate in SOCCENT battle rhythm events and working groups; maintain electronic mission-continuity resources.

Qualifications and Skills

• Education and experience:
  
  MA/MS in Social Sciences, Public Policy, Applied Statistics, Operations Research, or Systems Analysis; JPME Level II or advanced military education (SAMS, JAWS, Service War College); at least 10 years of strategic and operational planning and analysis; at least 5 years of experience in one of the specialty areas (CENTCOM AOR, MISO, MILDEC, CWMD, ORSA, CYBER, AT/FP, SNA, Special Programs, or Interagency/Intelligence);
  
  OR an equivalent combination of at least 15 years of SOF operational experience and education.
• Experience in humanitarian assistance and interagency coordination.
• May perform CONUS/OCONUS travel as required.
