Summary

Responsible for managing Specialties Engineering, including Reliability, Supportability, and Hardware Configuration Management. The role carries overall technical, budget, and schedule responsibility for the department, which includes ILS, Design Drafting, Technical Writing, and Hardware Configuration Management. The incumbent will exercise total accountability for the execution, quality, and direction of scope associated with functional departments.

  • Improve existing or establish new processes and systems through conceptualization, reasoning, and interpretation.
  • Develop or champion new concepts or technologies and drive innovative solutions that draw upon best practices.
  • Analyze problems to understand root causes and recommend operational plans and tactics that directly impact functional results.
  • Direct execution of tactics established by functional leadership and establish short‑ to mid‑term operational plans.
  • Oversee budget or P&L accountability for the department.
  • Plan, monitor, and control all department activities and resources to ensure timely delivery of work products that meet technical requirements.
  • Own the engineering design process, metrics, and continuous improvement initiatives.
  • Lead and coordinate activities between CAE entities within CAE USA and throughout CAE Inc.
  • Support projects from integration through final acceptance and initiate design modifications to product lines as necessary.
  • Review and control budgets, man‑hour estimates, and detailed program tasks.
  • Define resources and training needed to execute design and program tasks.
  • Provide accurate estimates of work content and architect solutions for bidding activities; complete Basis of Estimate sheets for proposals.
  • Draft Statements of Work and participate in proposal reviews.
  • Regularly review program status within CAE USA at the Broken Arrow site.
  • Assist with development of CAE USA strategic and operational plans.
  • Interface effectively with customers, vendors, employees, and the public.
  • Establish design approaches, priorities, generate and approve department standards.
  • Negotiate and receive new work; delegate to appropriate group leaders.
  • Monitor work status at the department level and maintain staffing plans.
  • Evaluate performance of all department members.
  • Provide leadership, coaching/mentoring, and guidance to Group Leaders.
  • Develop the talent pipeline, drive corporate culture, and lead employee management activities.
Qualifications and Education Requirements
  • Bachelor’s Degree or greater in Electrical, Mechanical, or Systems Engineering.
  • 15+ years’ experience in aerospace, simulation, or aviation industry with a background in simulation hardware design & manufacturing and functional/technical management.
  • Only U.S. citizens are eligible for this role due to U.S. Government contract requirements.
Preferred Skills
  • Proven leadership capabilities in technical management for U.S. DOD aviation simulation.
  • Knowledge of MRP systems, MIL Standards, ANSI, ISO 9001, AS9100, NFPA, OSHA, and best commercial practices.
  • Stays abreast of engineering and manufacturing technology advances through personal initiative and continuing education.
  • Experience in technical writing, presentation, effort and cost estimating, budgeting/scheduling, and task performance management.
  • Strong analytical, communication, and problem‑solving skills.
